The Opportunity:
As the CACI Concept Developer for the United States Army Special Operations Command's (USASOC) G9 CBA project provide research, analysis, and concept document development capability to enhance USASOC G9 Directorate's understanding of the future operating environment; develop and revise strategic and operational Army Special Operations Forces (ARSOF) concepts and develop and maintain the Plans of Action and Milestones (POAM). Review other joint and Service doctrine and concepts to enhance the survivability, lethality, and operational effectiveness of ARSOF.
Responsibilities:
  • Responsible for researching and analyzing Special Operations functional, organizational, and operational concepts for all subordinate USASOC commands including Special Forces, Rangers, Special Operations Aviation, Civil Affairs, and Psychological Operations
  • Produce directed whitepapers, information papers, and talking point papers on emerging doctrine products.
  • Prepares staffing products and adjudicates Army-wide staffing comments on required documents and reviews internal command documents, including Army, Joint, and Special Operations concepts and provides recommended edits to those documents during the development process from the client's perspective.
  • Reviews strategic level documents including the National Defense Strategy and the National Military Strategy to nest ARSOF concepts with national priorities.
  • Plans, coordinates, and executes meetings, working groups, whiteboard sessions, and workshops and provides executive summaries and reports for each event.
  • Brief senior leaders to include General Officers on products to gain their concurrence and incorporate their feedback.
  • Maintains data libraries on SharePoint and web portals for long-term continuity, management and administration of the concept development calendar to provide information and maintain transparency on all key concept development activities, suspense's, meetings, and events.

Qualifications:
Required:
  • Current Top Secret/SCI security clearance.
  • Bachelor's degree and 7+ years of relevant special operations experience.
  • Minimum of three years' experience in operations or plans coordination roles of responsibility within a special operations General/Flag Officer operational or strategic level command or while supporting a DoD contract at the same organizational level.
  • Must have knowledge on ARSOF organizations and their core operations and activities.
  • Working knowledge of tools, methods, and concepts of portals and other real or near real time knowledge management systems.
  • Excellent communication skills, both verbal and written.

Desired:
  • Education: Master's Degree in a relevant field.
  • Experience supporting USASOC or Joint SOF organizations.
  • Graduate of Command and General Staff College or War College or equivalent.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
