Job Summary
Prepares technical CAD drawings and construction plans; assists with design within established specifications using field data; and supports cost estimating for construction projects. Provides engineering support services including conducting initial surveys, staking construction sites, performing construction inspections, and preparing final record drawings. Starting Pay is $31.11 per hour.

Essential Job Functions
An employee in this position may be called upon to do any or all of the following essential duties:
Day-to-Day:
  • Perform drafting tasks requiring the reduction of field notes to plan and map form and create other drawings as required.
  • Perform all necessary computer aided drafting in the preparation of construction plans.
  • Assist supervisory staff with the preliminary and final design of detailed municipal construction projects; create legal description documents for review by supervisory staff.
  • Assists in preparation of project cost splits, estimates, and other spreadsheets utilizing MS Excel software.
  • Assists in developing project specifications, supplemental agreements, change orders, work orders, etc. for bid and construction documents.
  • Create and maintain computer generated (CAD) and hand drafted maps of existing infrastructure.
  • Create and maintain specialty maps and plans as required.
  • Maintain all computerized and hand drafted plats and tax maps, updating them as required.
  • Stake out construction plans, provide grades, and alignment for street improvements, including streets, curb, gutter, water, and sewer.
  • Conduct precise construction and preliminary surveying and associated engineering work.
  • Prepare and update time sheets for the Engineering Department.
  • Locate existing utilities and stake proposed utilities for contractors and construction crews.
  • Process right of way utility permits from utility companies.
  • Perform field construction inspection and evaluation on most municipal types of construction work.
  • Expect to perform outdoor field work during construction season.
Regularly:
  • Attends construction meetings to address issues and concerns prior to and during construction.
  • Assists with special assessment calculations, computes the portion of cost attributable to the property owner and creates spreadsheets.
  • Complete various office duties, including creating time sheets, ordering office supplies, plotter maintenance, etc.
  • Assist with the maintenance and submittal of annual state aid needs and road mileage certification to the Minnesota Department of Transportation.
  • Perform other duties as assigned.

Experience, Education, Certifications, Physical Requirements
Experience Required: Minimum of two (2) years of experience in a municipal or civil engineering position utilizing AutoCAD.
Minimum Education Requirements: Associate degree in drafting, engineering, or a related field or equivalent combination of education and experience.
Certification: Valid MN Class D driver's license or equivalent, Minnesota Certified Construction Technician card with Erosion/Sediment Control - Inspector and Level II competencies in Bituminous Street, Concrete Field, and Grading and Base must be obtained within two (2) years of hire.
Physical:
  • Works primarily in the office and must be able to sit for long periods of time at a computer.
  • Occasional time is spent in the field or at construction sites, so incumbent must be able to work in all weather conditions.
  • Intermittent exposure to all manner of unknown materials that enter the waste stream, some of which are likely to present hazards if not correctly handled.
  • Stand, walk, bend, and stoop as appropriate to survey sites.
  • Intermittently lift 30-50 lbs. of surveying and other related equipment, and up to 60 lbs. occasionally.
  • Protective gear, including gloves, hardhat, vest, steel toe boots, and eye protection may be worn intermittently.
  • Work in confined spaces occasionally.
  • Work safely next to moving traffic and loud noises on an intermittent basis.
  • Ability to work long hours such as 60 hours per week drafting and/or on construction projects.

The three plans we offer are a $1,500 single/$3,000 family Deductible Plan with VEBA, a $3,500 single/$7,000 family HDHP with HSA, $6,350 single/$12,700 family HDHP with HSA and a City Paid AFLAC Accident Plan.
The City will make VEBA or HSA contributions, amount depends on the network and plan selected.
Participate in the City's Biometric Screening Incentive Program & save $20.84 per month for a single plan and $31.25 per month for employees and spouses on medical premiums. If participate in the screening you will receive an 8-hour wellness day that has to be used within the year.
KAVIRA
Eligible employees enrolled in City of Red Wing's health insurance (and members of their household) will be enrolled with Kavira at no cost to them. Kavira is a direct primary care service that provides same-day virtual care with at home/work visit follow-up and access to 300 free prescription medications. Kavira treats acute and chronic conditions, provides non-emergency imaging, lab and preventative services.
Health Insurance Opt-Out Program
The City will pay $4,200 for the year to eligible individuals who have an alternative source of group health coverage that is not part of the City's group plan. The opt-out payment will be prorated for the balance of the plan year. You will receive $350 in the form of taxable income on the 1st pay period of each month.
Flexible Spending Accounts (FSA) - WEX
Set aside pre-tax dollars from each paycheck for qualified health and dependent care expenses.
1. Health Care FSA - used to pay for eligible medical, dental, and vision care expenses.

The City offers deferred compensation plans through the following organizations: Nationwide and Minnesota Deferred Compensation Plan (MNDCP).
Tuition Reimbursement
Regular full and part-time employees who have completed probation are eligible to apply for tuition reimbursement. The City will reimburse 100% of approved qualified education related expenses for approved educational courses to an annual maximum of $5,250 per calendar year. All courses must be pre-approved by the Department Head and Administrative Services.
