Job description

E-logic is seeking a full-time Applications Analyst - Integrations to join our team in supporting critical IT operations, software quality assurance, and system integrations for the Detroit Water & Sewerage Department (DWSD). You will be dedicated (160 hours/month) to meeting with internal government stakeholders, defining business requirements, and executing complex software integrations across primary utility platforms. You will lead middleware solutions, API management, and end-to-end data flow optimizations across Oracle OCI, Oracle Utilities Customer Care and Billing (CC&B), enQuesta CIS, and CityWorks.


Key Responsibilities

  • Design and implement middleware solutions using APIs to connect disparate software systems and ensure seamless, secure data flow.
  • Analyze application workflows, eliminate operational inefficiencies, and document improvements between DWSD's payment systems and Customer Service Portal in near real-time.
  • Design, troubleshoot, and debug software applications, microservices, and APIs within the Oracle OCI ecosystem.
  • Design test cases, execute user acceptance testing (UAT), and lead QA audits for data security, customer privacy, and system accuracy.
  • Plan and execute additions, upgrades, replacements, stored procedures, and web services while managing database environments.

Qualifications & Requirements

  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical discipline (Master's preferred).
  • Minimum 8 years of progressive working experience as an information systems analyst or computer specialist.
  • Technical Qualifications:
  • 5+ years of Oracle OCI integration development and design experience.
  • 5+ years of experience developing test cases for software integration upgrades within the utility sector.
  • Proficient in Java, Python, SQL, stored procedures, CI/CD pipelines, and web services.
