The Opportunity
In this role you will have the opportunity to:
  • Manage a program with very large or complex inter-related projects or multiple moderate size projects,representing multisector Capital Improvement Plans ranging from hundreds of millions to more than $1B in total capital value
  • Represent the owner in managing 3rd party designers and constructors
  • Represent the organization as the primary contact on contracts and projects
  • Be responsible for all aspects of the program including: all phases of planning and execution of a Capital Improvement Plan
  • Lead multi-disciplinary teams to respond to client priorities

The Team
This role will be a part of BV Operations. The foundation of BV Operations provides the ability for professional to move where their skills are needed and allows for a collaborative and innovative culture offering greater challenges and career development opportunities. BV Operations as a group supports all three market sectors at BV - Governments & Environment, Energy & Process Industries, and Connectivity, Commercial & Industrial. Within BV Operations, this role will be a part of the Civil Infrastructure sub-discipline and will be focused on the design, procurement and construction of a variety of water infrastructure support efforts including, but not limited to treatment facilities, conveyance/collection systems, and Program Management.
Key Responsibilities
  • Provides oversight and direction to B&V project managers,construction managers, program professionals andsubcontractors
  • Operates in complex management environments with multiple stakeholders.
  • Interacts with senior government or public officials and/or executive level clients on significant project matters.
  • Manage and supervise complex engineering design or construction by 3rd parties as owner's representative
  • Prepares and delivers presentations in support of client's programs.
  • Assesses and actively manages risk on behalf of client and B&V.
  • Routinely resolves high risk or very difficult issues with significant scope, schedule and or financial impact.
  • Develops and reviews cost estimates and provides cost management throughout the program execution,
  • Applies advanced understanding and application of project management core processes and methodologies.
  • Utilizes lessons learned to strengthen B&V's program management processes, procedures and tools.
  • Assembles, trains and mentors staff using internal and external resources.

Preferred Qualifications
  • MSc Eng. or MBA or similar
  • Active P.E., PgMP, or PMP
  • Utility Manager or Program Manager with experience managing CIP projects from >$1.5M to $10M+construction value in any of these sectors: Stormwater, Roads, Parks, of W/WW Facility or Linear projects; atleast 1 project > $10M construction value
  • Previous experience leading or overseeing design of at least 5 concurrent design projects in any of the followingsectors: Stormwater/drainage , Roads and/or Bridges, Parks & Rec Facilities, W/WW Treatment Facilities or Linear infrastructure

Minimum Qualifications
  • 9+ years in a senior project and/or program management role; PM, EM, Planning, Project Controls, etc.
  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Certifications
  • Active P.E., PgMP, or PMP

  • Hybrid or flexible work options may be offered after the first 90 days of employment based upon manager discretion, job performance and work assignments.
  • Typical office environment, typical construction environment, extreme weather conditions, high noise level,safety hazards (electric currents, working on scaffolding and high places, exposure to chemicals), atmospheric conditions (fumes, odors, dusts, mists, gases, poor ventilation).
