Job description

Reports to: Director of Family Permanency and Preservation Services
Estimated Start Date: September 7, 2026
Term: This is a 3-year, state-funded contract, with the possibility of extension.
Position Summary:
The MiFamily Together Program Manager is responsible for leadership, oversight, and implementation of the MiFamily Together program, ensuring services are delivered in alignment with MDHHS requirements, evidence-based practice standards, and agency policies. This position oversees day-to-day program operations, staff supervision, quality assurance, training compliance, and coordination with MDHHS and community partners to support safe, effective, and family-centered service delivery.
The MiFamily Together Program Manager supports the implementation and sustainability of prevention and family preservation services designed to strengthen families, reduce risk, and prevent unnecessary child welfare involvement. This role requires strong leadership, organizational oversight, and the ability to support staff delivering in-home and community-based services to children and families with complex needs.
Qualifications:
  • Master's degree from an accredited college or university in a human services field required
  • Clinical experience preferred
  • Demonstrated knowledge of child welfare systems, family preservation and prevention services, and evidence-based program implementation
  • Minimum of one year of supervisory experience in a human services or child welfare setting required
  • Experience managing staff, overseeing service delivery, and ensuring compliance with contractual requirements required
  • Experience working with children and families involved in child welfare, family preservation, prevention, reunification, or related services required
  • Experience supporting evidence-based or structured service models, including oversight of training, supervision, and fidelity expectations required
  • Strong organizational, leadership, and communication skills
  • Ability to coordinate services and collaborate effectively with MDHHS and community partners
  • Ability to work both independently and collaboratively

Essential Functions and Responsibilities:
Leadership and Supervision
  • Provide leadership, supervision, and support to supervisors, interventionists, clerical, and other assigned personnel
  • Conduct regular supervision, coaching, and performance evaluation of staff
  • Provide direct supervisory support and operational coverage during staffing transitions or vacancies
  • Support staff in case planning, service coordination, engagement strategies, and problem-solving
  • Promote a culture of accountability, professionalism, and strengths-based practice
  • Support staff development through ongoing training, mentorship, and feedback

Program Oversight and Service Delivery
  • Oversee daily operations of the MiFamily Together program to ensure effective and timely service delivery
  • Ensure services are delivered in accordance with MDHHS requirements, program expectations, and agency policy
  • Monitor staffing capacity, caseload distribution, and service coverage to meet program needs
  • Support implementation and sustainability of evidence-based and structured service models
  • Ensure services are family-centered, culturally responsive, trauma-informed, and focused on child safety and family stability

Compliance and Regulatory Oversight
  • Ensure compliance with all applicable MDHHS requirements, contractual obligations, and agency policies
  • Monitor staff adherence to documentation standards, timelines, and service requirements
  • Oversee completion and maintenance of required program documentation and reports
  • Ensure staff maintain required training, credentialing, and fidelity expectations
  • Support program readiness for audits, monitoring reviews, and quality assurance activities
  • Monitor program outcomes, performance measures, and service quality indicators

Supervisory Responsibility:
Supervises MiFamily Together Interventionists, Program Supervisors, clerical, and other assigned personnel.
Work Environment and Schedule:
This position requires extensive community-based and in-home work with children and families. Work will often occur during non-traditional hours, including evenings and weekends, to meet family and program needs, including urgent responses to referral timeframes
Physical Requirements:
This position requires the ability to:
  • Operate a motor vehicle and travel within the agency's service areas
  • Navigate homes and community environments, including climbing stairs, bending, and crouching
  • Sit, stand, and move for extended periods

Employment Responsibilities:
  • Must possess a valid driver's license, maintain a satisfactory driving record, and provide proof of automobile insurance
  • Must not have been convicted of child abuse or neglect, or a felony involving harm or threatened harm to an individual within the 10 years immediately preceding the date of hire
  • Must not be listed on the central registry as a perpetrator of child abuse or child neglect
