HHS plays an essential role in building a healthy and strong community. WHO WE ARE LOOKING FOR The Children, Youth, and Families Division, Positive Youth Development Program, is currently recruiting for an enthusiastic Street Outreach Network Team Leader to direct field support to outreach workers within the Street Outreach Network (SON). This role is ideal for individuals with extensive experience engaging gang-involved youth or youth exposed to community violence, and who are highly skilled in providing real-time field support, crisis guidance, and coordination with schools, law enforcement, recreation staff, and community partners.

Strong candidates will demonstrate leadership, sound judgment, and the ability to build staff capacity in fast-moving, relationship-based outreach environments. What You'll Be Doing As the Street Outreach Network Team Leader, you will provide real-time operational guidance, crisis support, and field leadership to outreach workers serving gang-involved youth, newcomer adolescents, and families experiencing significant social, emotional, or community-based risk. You will oversee field operations, coordinate multi-agency collaboration, and ensure staff are equipped to safely and effectively engage youth in school, neighborhood, and community settings.

Duties include, but are not limited to: Offering real-time assistance to reduce risk and liability for staff, while enhancing the quality and effectiveness of service delivery. This includes on-the-spot troubleshooting and providing supplemental support in both school and community settings to ensure outreach staff are well-equipped operationally. Serving as the primary liaison with partner agencies, including the Montgomery County Police Department (MCPD), Montgomery County Recreation Department (MCRD), Montgomery County Public Schools (MCPS), State's Attorney Office (SAO), and other community partners to facilitate collaborative problem-solving efforts around gang violence prevention and intervention.

Collaborating with the Program Manager II to ensure the accuracy and integrity of all Data Collection related to program activity. Collaborating with SON staff and the Office Services Coordinators (OSC) to ensure all required paperwork and documentation related to SON operational expenditures are completed accurately and submitted in a timely manner. Providing community stakeholders with up-to-date information about the services offered by the SON and serve as a key representative of the program.

Fostering and maintaining a spirit of teamwork, collaboration, and unity with the SON team. Overseeing the performance evaluation process for SON staff and performing additional administrative duties as assigned. Managing procurement-related tasks, including processing P-Card transactions, as-needed, creating SON purchase orders, and handling all SON-related invoice processing.

A criminal background check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision. Driver's License: This position REQUIRES possession and maintenance of a valid driver's license from the applicant's state of residence as the incumbent will be required to travel to schools, homes, community locations, and provider sites to oversee field operations, offer support to outreach staff, and participate in youth-focused interventions. Work Schedule: The work schedule for this position is primarily 12:00 p.m

to 8:30 p.m. Tuesday through Saturday, but flexibility is required for outreach activities as engagement with youth or community partners may require additional availability to provide real-time support to outreach staff and respond to emerging program needs. Minimum Qualifications Experience: Considerable (3) years' experience working in youth development and with gang-involved youth

Education: Graduation from an accredited college or university with a bachelor's degree. Equivalency: An equivalent combination of education and experience may be substituted. License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Medical Protocol: This position requires completion of a pre-employment Medical History Form to assess your ability to safely perform the essential duties of the role. Preferred Criteria, Interview Preferences The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas: Experience providing real-time operational guidance and field support to outreach staff in school or community settings. Experience collaborating with law enforcement, schools, recreation departments, prosecutors, or community partners to support youth safety or intervention efforts.

Experience working with gang-involved youth or youth exposed to gang-impacted environments. Experience ensuring the accuracy and quality of program documentation, data collection, and reporting. Experience managing procurement tasks such as P-Card transactions, purchase orders, and invoice processing.

Experience supporting staff development through coaching, capacity-building, or performance evaluation processes. Experience coordinating incident or safety response with Community Partners, Schools, Recreation, and Law Enforcement.
