Primary Purpose
Responsible for optimizing the practices, policies, procedures and programs to operate the ComEd 4kV and 12kV electric distribution system or the PECO 2.4kV, 4kV and 13kV, and 34kV electric distribution system in a safe, reliable and efficient manner with the welfare of employees, customers, the public and shareholders in mind. Arrange outage requests and compile switching routines for internal and external departments. Analyze project diagram related work and coordinate the addition of new equipment to the system. Create electrical zones of protection for field personnel to work within, satisfying all safety tagging procedures. Maintain and apply a working knowledge of the Exelon Management Model for business controls and meet management's expectation for conducting effective business.
Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
Primary Duties
  • Collect and analyze system data to determine the feasibility of switching requests for the ComEd 12kV and 4kV electric distribution system or the PECO 2.4kV, 4kV and 13kV, and 34kV electric distribution system. Ensure the safe, efficient and secure operation of the distribution system.
  • Develop clearance orders for the Operating Dispatchers daily switching workload and ensure the clearance orders are within distribution loading and configuration parameters. Ensure clearance orders provide a safe zone of protection for field personnel.
  • Review and follow the progression of project diagram related work on the distribution system.
  • Interface with mapping and monitor the accuracy of new maps issued for project diagram and other related work.
  • Develop and provide emergency switching plans based on last contingencies
  • Provide technical advice and assistance to dispatchers. Mentor and assist in monitoring the progress of dispatchers.

Job Scope
  • The Arranger provides functional control for all the needs of the ComEd 4kV and 12kV electric distribution system or the PECO 2.4kV, 4kV and 13kV, and 34kV electric distribution system, including line and equipment loading limitations, switching and operating procedures. The individual must respond to emergency situations due to storms or equipment failure on the distribution system. The individual will provide direction and control over various construction departments, contractors, and municipal agencies in the performance of work related activities involving lines or equipment under the control of the dispatchers. The individual must be able to work independently to avoid unplanned interruptions to customers and verify that all scheduled work does not place our customers or distribution system at undue risk.
  • The consequences of operating errors or improper system operation could cost the company millions of dollars in direct, indirect and intangible costs such as the loss of customer good will, damaged company equipment, damaged customer equipment and damage to the company's public image. The individual must be able to analyze issues, prioritize and provide direction under extreme stress and conflicting demands for attention. The impact on the corporate initiatives for O&M would be severely impacted without the arranger's ability to properly identify and compile correct switching routines and data for the distribution system.

Minimum Qualifications
  • Bachelor's degree in engineering or closely related discipline and 4-7 years' experience in the planning, design, operation or maintenance of high voltage electrical equipment on the electrical / gas distribution system OR in lieu of degree, 6-9 years of company related experience.
  • Combined 3 - 5 years experience as Dist Sys Dispatcher II (Operating Dispatcher) and operating/construction/engineering or equivalent background.
  • Working knowledge of the distribution system to include loading limitations, operating procedures, emergency operating procedures and protective card requirements.
  • Independent decision-making and judgment is absolutely necessary to maintain the integrity and security of the system, insuring electrical switching activities are performed in a safe, efficient and timely manner.
  • Must be able to work long hours in stressful situations during storms, emergency situations and high work load periods.

Preferred Qualifications
  • Bachelor's degree in engineering or closely related discipline.
  • 5 years experience as Dist Sys Dispatcher II (Operating Dispatcher) and equivalent background in operating, construction or engineering.
  • Working knowledge of the distribution system and related substation equipment, which consists of 4kV & 12kV reclosers and circuit breakers.
