Job Summary
The Quality Control Manager (QCM) is responsible for the overall administration, implementation, and continuous execution of the Contractor Quality Control (CQC) Program for complex U.S. Army Corps of Engineers (USACE) and Defense Health Agency (DHA) healthcare construction projects. The QCM serves as the Contractor's primary authority for quality management and is accountable for ensuring all work complies with contract requirements, approved submittals, project specifications, applicable codes and standards, and USACE quality management procedures.
This position shall have overall responsibility for the contractor's quality control management program to include maintaining and overseeing the quality control management program for entire contract.
Primary Job Functions
  • Direct and administer the Contractor Quality Control (CQC) Program in accordance with USACE contract requirements and project-specific Quality Control Plans.
  • Ensure strict compliance with contract drawings, specifications, UFC criteria, EM 385-1-1, applicable NFPA, ICC, ASHRAE, NEC, and healthcare regulatory requirements.
  • Lead Preparatory, Initial, and Follow-Up Control Phase Meetings for all definable features of work.
  • Verify construction activities comply with approved submittals, design intent, manufacturer requirements, and contract documents before work proceeds.
  • Develop and maintain comprehensive quality documentation, including daily QC reports, testing records, inspection reports, deficiency logs, corrective actions, and turnover documentation.
  • Coordinate all third-party inspections, commissioning activities, testing, balancing, and validation efforts required by the contract.
  • Manage submittal compliance, ensuring materials, equipment, and systems receive required Government approvals before installation.
  • Lead quality planning activities with project management, superintendents, subcontractors, designers, and commissioning personnel.
  • Identify quality risks early and implement corrective actions before they affect schedule, cost, or Government acceptance.
  • Monitor construction progress to ensure quality objectives support milestone completion, beneficial occupancy, and final acceptance.
  • Coordinate directly with Government Quality Assurance personnel to resolve quality concerns quickly and professionally.
  • Mentor field staff and subcontractors regarding USACE quality management expectations and contractual compliance.
