Job description

Overview
The Pretreatment Compliance Inspector enforces EPA, TCEQ, and City regulations to ensure industrial and commercial facilities comply with wastewater pretreatment requirements. The position conducts facility inspections, collects wastewater and sludge samples, and monitors discharges for pollutants that may impact the wastewater collection system, treatment facilities, or receiving waters. The Inspector also issues notices of violation and citations when regulatory or City requirements are not met.
Responsibilities
• Inspects commercial facilities, including restaurants, schools, hospitals, assisted living facilities, and car washes, for compliance with regulatory requirements and City ordinances
• Inspects grease traps, hauling records, and facility data logs to verify proper management and disposal of fats, oils, and grease
• Inspects industrial facilities to verify compliance with pretreatment standards, permits, regulations, and City ordinances
• Issues Notices of Violation, directives, and other enforcement actions to address noncompliance and ensure corrective measures are completed
• Collects wastewater and sludge samples from commercial and industrial facilities, the collection system, and six wastewater treatment plants
• Conducts daily, monthly, and quarterly sampling of permitted industries, including daily sampling at STX Beef and quarterly pretreatment and sludge sampling
• Collects wastewater samples for utility billing and assists the Wastewater Specialist with sampling events
• Responds to grease overflows, odor complaints, Call Center requests, and TCEQ complaints
• Performs flow mapping and dye testing of the wastewater collection system to identify sources of inflow, infiltration, and illicit discharges
• Provides public education on proper wastewater practices, grease management, and disposal methods
• Collects documentation and records to support enforcement actions and assists Legal with court case preparation
• Testifies in court regarding inspections, sampling, violations, and enforcement activities
• Monitors facilities following enforcement actions to verify continued compliance
Position Type and Typical Hours of Work
• Non-Exempt - Full-Time - 40-hour work week
• Must be available to work additional hours as needed
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services
