Pay Rate:
The annual base salary range for this position is $134,800-$155,800. Please note that the salary information is a general guideline only. Telework/Work-from-Home Authorized:
Yes - When Authorized/Hybrid may be allowed up to 4 days a week to work from an alternative site with pre-approval by the COR
About the Role:
The Contractor shall provide Command, Control, Communication, Computers, Cyber, Intelligence, (C5I) engineering, technical and project management support for the Homeland Security Cutter (HSC) Program.
Additional Responsibilities Include, but are not Limited to:
Provide engineering, technical and program management support to the Coast Guard PM/Engineering Lead for Coast Guard's Shipboard and Shore-side C5I systems (e.g. Interior/Exterior communications systems, Command and Control (C2) systems, Intelligence System etc.)
Provide C5I technical expertise during all the phases of SELC, which includes system requirements/specifications, architecture, design, development, integration, testing, information assurance, and deployment. The contractor shall perform technical reviews and evaluation of Contract Data Requirements List (CDRL) deliverables including C5I design, development, and test, technical reports, and supporting documents. Provide recommendations to Government personnel with regard to deliverable compliance.
Provide C5I Engineering support & Acquisition program management support in the development of Project acquisition strategies, Project acquisition plan(s), project documentation, project schedules, Risk Management, and C5I specifications. Support the development of Technical white papers, business case studies, technical briefings and reports associated with C5I systems.
Provide critical technical review, evaluation and oversight of Industry/vendor developed system/asset architecture DODAF products using IBM Rational DOORSยฎ and System Architect tools. Perform analysis of C5I requirements and architecture baseline to determine gaps in requirements.
Provide engineering support and technical analysis to ensure that the USCG C5I design is compliant to the USCG, DHS and DoD cyber requirements, during phases of Risk Management Framework (RMF) for USCG C5I requirements.
Perform other duties, as assigned.
Experience Requirements:
  • At least ten (10) years of knowledge and experience in the design and integration of C5I systems
  • At least ten (10) years' experience with DHS/ USCG policies and procedures, which include Major System Acquisition Manual (MSAM), and Systems Engineering Life Cycle (SELC)
  • At least five (5) years of working knowledge of DoD/ DHS/ NIST information assurance and cyber security instructions and directives

Education Requirements:
  • Bachelor's of Science degree in technical field.

Other Required Skills & Abilities:
  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
