Job description

QMHP candidates compensation starting at $80,000. Years of experience is considered in final salary offers.
Purpose:
The Compass Rose Program Manager provides oversight to the Compass Rose Transition-Aged Youth Supportive Living Program (TAY-SLP), a supportive housing program contracted through the Department of Human Services, Child Welfare Division. Compass Rose TAY-SLP provides both clinical services through Medicaid and wraparound supports through DHS contract to participating youth ages 18-21 who are aging out of the foster care system. Program Manager has responsibilities for managing relationships and collaboration across the interdisciplinary Compass Rose team as well as with external stakeholders. Program Manager will directly supervise clinical team members, including Mental Health Clinicians, Clinical Case Managers, and Direct Support Specialists, and will collaborate with the Senior Program Manager for Peers in Team-Based Care on the supervision of Peer Support Mentors.
Program Manager is responsible for extensive documentation, including monthly reporting, reauthorization, and other regularly occurring events. Program Manager position coordinates referrals, screenings, and timely reporting for the contract unit billing with Department of Human Services, Child Welfare division and ensures that program maintains compliance in meeting contract requirements.
Accountabilities:
Leadership Duties
  • Demonstrates strong leadership. Educates, facilitates and embeds a loyalist team approach and values across Compass Rose programming. Supports staff in embracing feedback informed treatment modalities and embedding a culture of feedback in their day-to-day activities to drive the participant voice at the forefront of service delivery

  • Ensure training and orientation for all new Compass Rose staff aligned with the organization's processes and programs and ODHS contract requirements.

  • Acts as liaison within Compass Rose team and with stakeholders, including DHS contract and referral contacts, to facilitate effective collaboration, care coordination, and partnerships.

  • Initiates recruiting, hiring, training, and discipline of direct reports. Conducts timely employee performance reviews, provides on-going performance improvement feedback and coaching through documented supervision for all direct reports.

  • Build and foster positive relationship with representatives from OHDS Child Welfare and represent New Narrative in a positive and collaborative way.

  • Performs other incidental and related duties as required.

Supervision
  • Provide and document supervision of direct reports in accordance with New Narrative policy and OARs.

  • Supervise rotation of an afterhours phone.

  • Supervise a 24-hour staffed site and be available for phone calls and consultations after typical working hours, including site visits as needed.

  • Provide coverage for frontline staff as needed to ensure contract compliance; this may include being onsite to perform duties typical to a Clinical Case Manager or Mental Health Clinician.

  • Supervise crisis intervention strategies utilized by frontline staff and support with safety planning and risk mitigation strategies.

Meetings
  • Lead Compass Rose team meetings, group supervisions, and additional needed staffings to review cases and optimize practices.

  • Organize team meetings with the goal to maintain optimal function and coordination across Compass Rose team.

  • Attend and positively participate in New Narrative agency meetings.

Compass Rose Sites Duties
  • Primary point of contact for site-related issues and needs, such as maintenance, cleaning, etc. as needed to ensure facilities remain clean, functional, and cared for.

  • Responsible for site safety needs, including but not limited to, ensuring quarterly inspections are completed, emergency plans/binders are updated, and safety drills are practiced.

  • Coordinate with HR and Operations teams to ensure that all required postings are visibly posted and up to date.

Administration
  • Primary contact for DHS stakeholder and holds responsibility for ensuring contract compliance.

  • Directs and participates in the development, interpretation, evaluation, and recommendation of policies, procedures, rules, and regulations for the effective operations of Compass Rose programming.

  • Document all participant contact and actions made on behalf of participants in an EHR within 72 hours.

  • Engage participant feedback on program success/barriers and implement with support of Director and direct reports.

Utilization and Program Reviews
  • Provide information as requested by the Quality Improvement Coordinator and auditors.

  • Prepare and support biannual program review and follow up actions with ODHS Program Analyst.

  • Complete all documentation and observe timelines to ensure that charts are in compliance with OARs and New Narrative expectations.

  • Participate in supervision as needed to review interventions and utilization.

  • Seek consultation with colleagues and supervisor.

Other General Expectations:
  • High familiarity with area resources and Child Welfare system functioning.

  • Pursue ongoing development of skills and competencies in accordance with contract and agency requirements

  • Follow all corporate policies, procedures, and protocols.

  • Maintain at least a QMHA credential through MHACBO

  • Maintain current drivers license.

Education/Certificates/Licenses/Registration:
Qualified Mental Health Associate certification through MHACBO; Qualified Mental Health Provider with a Masters Degree in social work or related field, licensure preferred. CADC Credentials are preferred. QMHP level applicants will be compensated at a higher rate to accommodate edcucation and experience.
Experience/Qualifications:
Applicant must have a firm understanding of unique developmental needs of young adults ages 18-21 and should have experience providing services to and supervising those who provide services to youth and young adults involved in the foster care system. Applicant must have a minimum of one-year supervisory experience and ability to demonstrate strong leadership skills in a team-based care environment. Applicant should have experience/training with principles of trauma-informed care, experience working with individuals experiencing severe and persistent mental illness and co-occurring substance use disorders, and knowledge/understanding of psychiatric medications and their use. Applicant should have a strong grounding in crisis intervention, harm reduction, and risk management frameworks/skills.
