Overview
Job Title: Housing Management Expert
Location: Arlington, VA
Introduction:
Rivet Operations Company is looking for a Housing Management Expert to provide subject matter expertise, strategic advisory services, financial analysis, policy development, and program management support for Marine Corps Family Housing (FH), Public-Private Venture (PPV) Housing, and Unaccompanied Housing (UH) programs. This position supports the Marine Corps Installations Command (MCICOM) Facilities Directorate by evaluating housing program performance, ensuring compliance with statutory and policy requirements, assessing financial sustainability, developing housing guidance and training programs, and supporting senior leadership decision-making. The Housing Management Expert serves as a trusted advisor on housing operations, privatization initiatives, congressional requirements, and enterprise-wide housing management strategies.
Key Responsibilities
• Provide expert analysis and advisory support for Marine Corps Family Housing, Public-Private Venture (PPV) Housing, and Unaccompanied Housing (UH) programs, ensuring alignment with Marine Corps objectives, policies, and mission requirements.
• Analyze housing program performance, financial sustainability, occupancy trends, utilization data, and operational effectiveness to identify risks, opportunities, and program improvement recommendations.
• Facilitate and participate in recurring financial working groups with MCICOM, NAVFAC, PPV partners, and other stakeholders; develop financial briefs, courses of action, and recommendations supporting long-term project sustainability.
• Review annual operating budgets, recapitalization plans, incentive fee submissions, Section 606 payments, Resident Energy Conservation Program (RECP) implementation, and other housing-related financial activities; provide assessments, executive summaries, and recommendations for Government consideration.
• Evaluate enterprise-wide housing issues, analyze financial and operational impacts of proposed actions, and develop alternative solutions supporting informed decision-making.
• Review and assess monthly, quarterly, and annual housing reports, dashboards, audits, occupancy data, utilization metrics, and financial performance reports; identify abnormalities, trends, and indicators of concern and provide actionable recommendations.
• Monitor the financial health and business performance of PPV housing projects and provide analysis regarding compliance, sustainability, risk, and operational effectiveness.
• Develop and revise Marine Corps Orders (MCOs), policy guidance, standard operating procedures (SOPs), handbooks, and implementation guidance supporting housing operations and National Defense Authorization Act (NDAA) requirements.
• Assess new legislation, congressional mandates, and policy changes to develop implementation strategies, compliance requirements, and enterprise-wide process improvements.
• Develop and deliver housing training programs, curriculum, workshops, and instructional materials covering housing policies, NDAA requirements, housing operations, lessons learned, and best practices for personnel across Marine Corps installations.
• Prepare draft responses to congressional inquiries, senior leadership data calls, requests for information (RFIs), media inquiries, and other high-visibility requests; assist with development of Commandant of the Marine Corps (CMC) testimony and executive briefing materials.
• Support housing privatization initiatives, business agreement development, restructuring efforts, compliance reviews, appraisals, and related documentation throughout project development and post-development phases.
• Participate in housing working groups, symposiums, conferences, and stakeholder meetings; document findings, recommendations, and action items supporting program execution and continuous improvement.
• Assemble, validate, analyze, and maintain housing program data to support reporting requirements, strategic planning efforts, and executive decision-making.
• Prepare high-quality reports, executive summaries, briefing materials, policy documents, training materials, and other deliverables that are accurate, coordinated, and suitable for senior leadership review.
Requirements
Required Qualifications
• Bachelor's degree in Business Administration, Public Administration, Real Estate, Finance, Economics, Housing Management, Urban Planning, or a related field.
• Minimum of ten (10) years of direct experience supporting Family Housing (FH), Public-Private Venture (PPV) Housing, and Unaccompanied Housing (UH) management programs, business processes, and industry best practices.
• Demonstrated experience with military housing programs, housing privatization initiatives, housing operations, and asset management within the Department of Defense or other large public-sector organizations.
• Experience conducting financial analysis, budget reviews, business case analyses, policy assessments, and program evaluations.
• Strong knowledge of PPV housing agreements, recapitalization planning, housing financial management, occupancy management, and housing compliance requirements.
• Experience developing policies, procedures, training programs, executive briefings, and decision-support documentation.
• Knowledge of National Defense Authorization Act (NDAA) housing provisions and implementation requirements.
• Exceptional written and verbal communication skills with experience supporting senior executive and congressional-level engagements.
• Proficiency in Microsoft Office Suite, including Excel, PowerPoint, and Word.
Preferred Qualifications
• Master's degree in Business Administration (MBA), Public Administration, Real Estate, Finance, Housing Management, or a related discipline.
• Experience supporting Marine Corps, Department of the Navy, or Department of Defense housing programs.
• Professional certifications related to housing management, property management, project management, financial management, or real estate.
• Experience supporting housing privatization, public-private partnerships, or military housing oversight initiatives.

Requires the applicant to possess and maintain an active security clearance for the position. Eligibility requirements include US citizenship.
