Davenergy Solutions is currently seeking an onsite, full-time Construction Administrator (CM-CA) at the Doris Miller Veterans Affairs Medical Center (VAMC) in Waco, TX.
This required support is needed to provide construction administration and construction management support services for ongoing and future VA engineering and construction projects at the Waco VAMC and associated facilities.
Requirements
  • The CM-CA shall be able to quickly understand and master the requirements of local, state, and federal jurisdictions and how they apply to VA construction projects.
  • The CM-CA must possess communication, language, and software skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
  • The CM-CA shall possess a working knowledge of construction practices and use this knowledge to assist in implementing project plans including Quality Assurance (QA), Safety, Schedule, Cost, Change, and Information Management.
  • The CM-CA shall be familiar with the site operations of General Contractors and Subcontractors and the process of managing active construction projects within an occupied medical facility.
  • The CM-CA must have working experience monitoring construction activities for Quality Assurance and compliance with contract requirements.
  • The CM-CA shall have experience preparing, analyzing, and identifying incongruities, deficiencies, and non-conforming work relative to construction documents and VA standards.
  • Ability to assist with maintaining project records, correspondence, and documentation in VA construction management systems.

Relevant Experience
  • Experience providing construction administration and onsite support for commercial, institutional, healthcare, or federally funded construction projects.
  • Experience supporting construction projects involving multiple trades and disciplines, with responsibilities related to administrative oversight, documentation, and field coordination.
  • Demonstrated ability to assist with project management functions, including planning, scheduling, constructability reviews, code compliance, testing, record keeping, quality control, cost control, and general construction oversight.
  • Experience conducting site inspections and preparing clear, accurate daily logs, weekly reports, and periodic documentation to track work progress, quality issues, safety observations, and compliance with contract requirements.
  • Experience assisting with submittal reviews, Requests for Information (RFIs), progress meetings, contractor pay application reviews, and issue resolution.
  • Experience maintaining marked-up drawings, deficiency lists, inspection records, and closeout documentation.
  • Ability to identify documentation and reporting needs based on construction or engineering risks that could impact building operations, safety, or occupants.
  • Experience supporting testing, commissioning, and project closeout activities under the direction of project management or engineering staff.

Education
  • The CM-CA may possess a degree from an accredited institution of higher learning and/or evidence of work experience or technical knowledge to compensate for the absence of higher education.
  • A minimum of three (3) years of construction-related field experience may be substituted and will be reviewed for acceptability.

Physical Requirements
Must be able to see, hear, walk, drive, climb, reach, stoop, bend, and lift up to 50 pounds. Must be prepared to encounter all construction site conditions, including noise, dust, heights, odors, and enclosed spaces, and be physically capable of traversing sites with unstable footing, stairs, rough terrain, adverse weather, ladders, roofs, and other mobility-challenging conditions. Must possess the physical ability to take measurements, perform tests comparing in-place work to contract requirements, and observe work activities throughout the course of construction.
