Job Description:
SimIS is seeking contractor SME support to provide technical and analytical support to Operational Test and Evaluation Force (T&E) in the definition, conduct, and analysis of structured Operational Test and Evaluation (OT&E) of US Navy Undersea Warfare systems. As the Program Manager, you will apply current knowledge of the Navy and multi-service missions, operations, logistics, management, and organizational responsibilities to plan and organize work tasks leading to the successful execution of test planning, collecting data, and performing reconstruction and analysis for complex test and evaluation projects.
Required Knowledge, Skills, and Abilities
  • BS Degree in Business Administration, Computer Science, Engineering, or Communications.
  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM) or similar certification is required.
  • Must have current working knowledge of the Navy and multi-service missions, operations, logistics, management, and organizational responsibilities. This may be satisfied by officer/enlisted warfare qualification and fleet experience, Navy staff billet, prior recent contractor support roles, or similar examples within the last four years.
  • Must have 4 years (within the last 6 years) of experience in planning and organizing work tasks, developing test plans, collecting data, and performing reconstruction and analysis for test and evaluation.
  • Must have working knowledge of the DoD 5000 series, SECNAVINST 5000 series, and OPNAVINST 5000.42 series instructions (Defense Acquisition).
Technical Skills:
  • Demonstrated ability to lead effectively within the naval community and have a demonstrated ability to communicate the results of the operational analysis to sponsoring activities and decision makers.
  • Working knowledge of the OPTEVFOR Integrated Evaluation Framework.
  • DAWIA T&E Level I or equivalent certification is desirable.
  • Proficient in developing Plan of Actions and Milestones for delivering Operational Test and Evaluation or related products.
  • Strong leadership and mentoring capabilities.
  • Excellent written and verbal communication skills.
