Role Overview:
The CCBHC Implementation Project Manager provides clinical and operational leadership for the agency’s end-to-end implementation and ongoing operationalization of the Certified Community Behavioral Health Clinic (CCBHC) model. This role serves as the central integrator across clinical services, operations, finance, IT, quality, and human resources — ensuring that all CCBHC requirements are translated into sustainable, high-quality care delivery systems.

The CCBHC Implementation Project Manager brings direct clinical expertise to drive service development, care coordination, and quality outcomes across the nine required CCBHC service areas. This position combines clinical acumen with strong project management discipline to align staffing models, service expansion, workflows, and financial sustainability in preparation for CCBHC certification and ongoing operations. The role participates in major agency policy development, strategic planning, and represents the organization in external stakeholder meetings.

1. Clinical Leadership amp; Service Development
  • Lead the clinical design and implementation of all nine required CCBHC service areas, ensuring services are evidence-based, trauma-informed, and recovery-oriented
  • Establish and uphold clinical standards, care protocols, and best practices across outpatient, crisis, care coordination, and specialty service lines
  • Ensure services are responsive to Community Needs Assessment (CNA) findings and reflect the demographics and priorities of the populations served
  • Champion integrated, whole-person care approaches including co-occurring mental health and substance use disorder treatment, primary care integration, and peer support services
  • Provide clinical consultation to staff and leadership on complex cases, ethical questions, and service delivery challenges
  • Promote the principles of recovery, peer support, and culturally competent care throughout implementation activities
2. CCBHC Implementation amp; Project Execution
  • Lead planning, coordination, and execution of all CCBHC certification requirements across all required service domains
  • Develop and manage a detailed implementation roadmap from pre-certification through go-live and ongoing operations
  • Identify operational and clinical gaps and drive resolution across services, staffing, workflows, and access
  • Manage project timelines, deliverables, risk registers, and stakeholder communications using structured project management methodologies
  • Ensure readiness for CCBHC certification surveys, audits, and ongoing compliance activities
3. Cross-Functional Coordination
  • Serve as the central point of coordination across:
  • Clinical operations and service delivery
  • Finance and cost reporting
  • IT and electronic health records (EHR) systems
  • Quality, compliance, and outcomes
  • Human resources and recruitment
  • Drive accountability and remove barriers to execution across all departments
  • Facilitate regular interdepartmental meetings, track action items, and ensure alignment on implementation priorities
4. Financial Integration amp; Sustainability
  • Partner closely with Finance to align staffing and service assumptions with the CCBHC cost report and Prospective Payment System (PPS) model
  • Ensure that clinical and operational decisions are financially sustainable within the CCBHC funding framework
  • Monitor implementation progress against visit volume projections, staffing assumptions, and cost expectations
  • Support budget development for CCBHC-funded programs and assist with grant management and SAMHSA reporting requirements
5. Designated Collaborating Organizations (DCOs) amp; External Partnerships
  • Support the development and formalization of Designated Collaborating Organization (DCO) agreements and service-level partnerships
  • Build and maintain relationships with FQHCs, hospital systems, community providers, and other external stakeholders
  • Optimize care coordination workflows and referral pathways to ensure continuity across service settings
  • Represent the organization in external coalitions, state-level CCBHC meetings, and community partnerships
6. Data, Quality amp; Performance Management
  • Establish and track key performance indicators (KPIs) including:
  • Access and timeliness of care
  • Service utilization and visit volume
  • Quality measures and clinical outcomes
  • CCBHC-specific reporting metrics
  • Ensure readiness for all state and federal CCBHC reporting requirements
  • Lead quality improvement initiatives tied to CCBHC service standards and accreditation requirements
  • Utilize data to inform clinical decision-making and drive continuous improvement
7. Workforce Alignment amp; Staff Development
  • Partner with HR and leadership to align hiring plans with CCBHC service expansion and CNA priorities
  • Identify workforce gaps, credentialing requirements, and recruitment priorities for CCBHC-required service areas
  • Support clinical onboarding, competency development, and operational readiness for new and existing staff
  • Contribute to the design of supervision structures and training programs that meet CCBHC workforce standards
  • Ensure that program staffing meets regulatory and licensing requirements under WAC and other applicable standards
8. Leadership Communication amp; Accountability
  • Provide regular updates to executive leadership on implementation progress, risks, mitigation strategies, and key decisions required
  • Facilitate clear, consistent communication across clinical and operational teams
  • Attend and participate in leadership, board, and community meetings as appropriate
  • Support stakeholder communications including payers, state agencies, and community partners
9. Compliance amp; Regulatory Adherence
  • Ensure alignment with CCBHC certification requirements, state behavioral health regulations, and federal expectations
  • Maintain current knowledge of applicable laws, regulations, and funding requirements including HIPAA, OSHA, WAC/RCW, and Medicaid rules
  • Support audit readiness, documentation, and corrective action processes
  • Contribute to long-term sustainability planning and model fidelity for the CCBHC program

Minimum Qualifications:
Education
  • Master’s Degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, or a closely related clinical field required
  • Washington State clinical licensure required (LICSW, LMHC, LMFT, or equivalent preferred)
  • Project Management certification (PMP, CAPM, or similar) preferred; or demonstrated equivalent experience in managing complex healthcare initiatives
  • Minimum 3–5 years of direct clinical experience in behavioral health settings, including outpatient mental health and/or substance use disorder services
  • Minimum 2 years of progressive leadership, program management, or operational experience in a behavioral health or integrated care environment
  • Demonstrated experience leading complex, cross-functional projects with multiple stakeholders and competing priorities
  • Working knowledge of CCBHC model requirements, including the nine required service areas, DCO relationships, and certification standards
  • Familiarity with Medicaid-funded services, cost reporting structures, and the PPS payment model
  • Strong understanding of evidence-based clinical practices including MI, CBT, DBT, TF-CBT, and trauma-informed approaches
  • Knowledge of DSM-5 diagnostic criteria and clinical documentation standards

Knowledge, Skills, and Abilities:
  • Direct experience with CCBHC certification, SAMHSA demonstration grants, or similar federal behavioral health programs
  • Experience with Joint Commission and/or CARF accreditation processes
  • Experience with financial modeling, Medicaid cost reporting, or behavioral health program budgeting
  • Knowledge of EHR systems and behavioral health data/reporting platforms
  • Experience working with Designated Collaborating Organizations (DCOs), FQHCs, or community health partners
  • Familiarity with Six Sigma, Lean, or continuous quality improvement methodologies
  • Bilingual or multilingual skills reflecting the demographics of the community served
  • Demonstrated ability to function as an approved or experienced clinical supervisor as defined by WAC 246-809-234
  • Commitment to the principles of recovery, peer support, and culturally responsive care
  • Thorough knowledge of applicable regulations including HIPAA, OSHA, WAC/RCW requirements for behavioral health programs
  • Strong project management and organizational skills, including experience with implementation roadmaps, milestone tracking, and risk management
  • Excellent written and oral communication skills; ability to translate complex clinical and regulatory requirements for diverse audiences
  • Ability to work collaboratively and influence across organizational levels without direct authority
