Job description

Jb Title:

Part-Time Facilities Consultant

Location:

Westchester County and New York City area

Company Overview:

Carter Lard Consulting (CLC) is a certified M/WBE and DBE organization that operates and staffs transitional housing programs throughout New York City and Westchester. Our mission is to ensure safe, efficient, and well-maintained living environments for vulnerable populations, including families with children and newly arrived immigrant communities.

Position Summary:

The Facilities Consultant will provide expert consultation to CLC leadership when evaluating potential transitional housing sites. The consultant will assess a property’s infrastructure—including electrical, plumbing, HVAC, fire safety, and security systems—to determine its overall condition, compliance with applicable codes, and suitability for occupancy. This is a part-time, as-needed role ideal for an experienced building engineer, facilities director, or licensed contractor with a strong background in older and multi-unit buildings.

Key Responsibilities:
  • Conduct on-site inspections of prospective and existing housing buildings.

  • Evaluate condition and functionality of major building systems (electrical, plumbing, HVAC, elevators, fire suppression, security, etc.).

  • Identify potential code violations, deferred maintenance issues, and safety risks.

  • Prepare concise written reports summarizing findings, cost considerations, and recommendations for repair or upgrade.

  • Advise CLC leadership on feasibility, estimated capital improvements, and readiness for program operations.

  • Review and interpret building plans, permits, and inspection reports as needed.

  • Coordinate with architects, contractors, and property owners during pre-acquisition or pre-lease assessments.

  • Provide occasional follow-up consultations during renovation or operational phases.

Qualifications:
  • Minimum 10 years of experience in facilities management, building engineering, construction management, or related field.

  • Strong knowledge of NYC building systems, code compliance, and DOB regulations.

  • Experience inspecting older or multi-unit residential buildings preferred.

  • Ability to prepare detailed technical reports and communicate findings clearly to non-technical stakeholders.

  • Valid driver’s license and willingness to travel to multiple building sites.

  • Professional certifications (PE, Licensed Engineer, Master Electrician, or Building Inspector) a plus.

Schedule & Compensation:
  • Part-time / as-needed basis depending on building acquisition pipeline.

  • Compensation: Hourly  40.00 to 70.00, commensurate with experience.
