Job description

JOB SUMMARY The Construction Surveillance Technician (CST), assigned to a high-profile client site, is responsible for monitoring both cleared and un-cleared personnel to ensure that no clandestine electronic eavesdropping equipment, destructive devices, or unauthorized building materials are installed in the building during all phases of construction. ESSENTIAL FUNCTIONS * The functions listed describe the business purpose of this job. Specific duties or tasks may vary and be documented separately. The employee might not be required to perform all functions listed. Additional duties may be assigned, and functions may be modified according to business necessity. * All assigned duties or tasks are deemed to be part of the essential functions unless such duties or tasks are unrelated to the functions listed, in which case they are deemed to be other (non-essential) functions. * Employees are held accountable for successful job performance. Job performance standards may be documented separately and may include functions, objectives, duties, or tasks not specifically listed herein. * In performing functions, duties, or tasks, employees are required to know and follow safe work practices and to be aware of company policies and procedures related to job safety, including safety rules and regulations. Employees are required to notify superiors upon becoming aware of unsafe working conditions. * All functions, duties, or tasks are to be carried out in an honest, ethical, and professional manner and are to be performed in conformance with applicable company policies and procedures. In the event of uncertainty or lack of knowledge of company policies and procedures, employees are required to request clarification or explanations from superiors or authorized company representatives. Core Duties Include: * Monitor, observe, and interact with the construction workers as they accomplish their various tasks to preclude the introduction of electronic, electrical, mechanical, or any other type of hostile surveillance monitoring devices into finished construction. * Screen all equipment, materials, and furnishings destined for use in the controlled construction area, using X-ray machines and any and all other methods of examination as outlined in the requirements and approved by the government. * Operate proposed inspection equipment. * Utilize knowledge of all construction disciplines, including civil architectural, mechanical, electrical, and electronic engineering principles. * Read and analyze designs and blueprints and recognize the architect's intended use. * Analyze designs and structural complexities for ulterior purposes not intended by the architect. * Exercise knowledge of Intelligence Community Directive 705 (ICD 705) standards, technical surveillance countermeasures (TSCM), construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance. * Write detailed reports in English and complete the analyses of issues, findings, and security situations that require staff action. * Maintain daily logs during their tour of duty. * Other duties of similar scope and nature as assigned. Requirements MINIMUM QUALIFICATIONS AT ENTRY Additional qualifications may be specified and receive preference depending upon the nature of the position Basic Qualifications * U.S Citizenship preferred * At least 18 years of age. * Ability to obtain a Top Secret clearance. Ability to acquire and maintain any other required clearances and/or access requirements. Education/Experience * High School Diploma or G.E.D * Two (2) years of experience as a CST for U.S. Government construction security projects * Completion of a U.S. Government-approved CST training course * Served on previous construction projects (preferred) Background Prerequisites Must undergo and meet company standards for background and reference checks, controlled substance testing, and behavioral selection survey, in addition to any mandatory licensing requirements Competencies (as demonstrated through experience, training, and/or testing) * Must be able to meet and continue to meet any applicable state, county and municipal licensing requirements for the position. * Capable of independent decision-making, possess a high degree of individual initiative, and be able to function with minimal supervision * Knowledge of or ability to learn security operations and procedures. * Ability to see, hear, speak, and write clearly in order to communicate with employees and clients. * Ability to write routine correspondence, including logs and reports. * Ability to carry out instructions furnished in written, oral, or diagrammatic form. * Ability to be an effective team member. * Ability to maintain professional composure when dealing with unusual circumstances. * Ability to adapt to changes in the external environment and organization. * Strong organizational skills. * Ability to provide high-quality customer service. * Good interpersonal skills, with the ability to interact effectively at various social levels and across diverse cultures. * Required ability to handle multiple tasks concurrently. * Basic skills in keyboarding, computer usage, and operating controls WORKING CONDITIONS (Physical/Mental Demands) With or without reasonable accommodation, must possess the physical and mental capacity to effectively perform all essential functions. The demands of the job include, but are not limited to: * Maintaining composure in dealing with authorities, executives, clients, staff and the public, occasionally under conditions of urgency and in pressure situations. * May be exposed to stressful situations, such as challenging individuals who are in or approaching an unauthorized area. * May be required to work overtime without advance notice. * Frequent sitting, standing and walking, which may be required for up to 12 hours per day and may involve bending at the waist, climbing stairs, and walking up inclines and on uneven terrain up to one-half mile per day. * Occasional reaching with hands and arms, stooping, kneeling, crouching, and crawling. * Frequent lifting and/or moving up to 10 pounds and occasional lifting and/or moving up to 50 pounds. * Close vision, distance vision, and ability to adjust focus. * May be required to use vehicle in the performance of duties. Vehicles are to include but not limited to: Cars, trucks, electric carts, and bicycles. * On occasion may be required to perform stressful physical activity. * Depending upon assignment may be exposed to inclement weather or be required to work in environments or under conditions that require the use of protective gear and devices and/or awareness of personal safety and safety of others. * May be exposed to or required to handle sensitive and confidential information. * Handling and being exposed to sensitive and confidential information. * Speak and hear sufficiently to communicate in person and by phone. * Maintain visual ability including close vision, distance vision, and ability to adjust focus. This position is eligible for additional per diem rates depending on location.
