Introduction

The mission of the Division of Transportation Solutions is to provide excellence in transportation by developing, constructing and maintaining the State's infrastructure in a manner that results in a safe, cost-effective, and efficient multi-modal transportation network that enhances mobility commerce, and livability. Summary Statement

This essential position manages Traffic Safety Programs\r\nwithin Traffic Operations and requires availability during severe weather,\r\nhomeland security emergencies, traffic incidents, and planned or unplanned\r\nevents. Will supervise staff and oversee multiply programs and projects while\r\nproviding technical expertise in engineering development and maintenance\r\nrelated to traffic work zones and clear zone hazards, The role works closely\r\nwith the Transportation Management Center and statewide partners to maintain safety,\r\naccessible roadway operations and work zones in accordance with Delaware MUTCD,\r\nTIM, specifications and AASHTO guidelines.\r\n

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.\r\n\r\n\r\n Three\r\n years experience in interpreting the Manual on Uniform Traffic Control Devices\r\n (MUTCD) requirtments.\r\n\r\n\r\n

Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here. \r\n\r\nDrafts, develops and modifies engineering designs, plans and specifications. \r\nReviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations. \r\nApplies the principles and theories of science and mathematics to research and develop solutions to technical problems. \r\nPlans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations. \r\nTests or evaluates materials, equipment, systems and facilities. \r\nPlans and coordinates engineering projects. \r\nReviews, analyzes and reports on the status of projects and/or regulatory conformance. \r\nDevelops cost estimates for project time and materials. \r\nProvides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS forEngineer Program Manager II (Department of Transportation Only)\r\n\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.\r\n\r\n\r\n2. Three years experience as a project engineer in one or more of the discipline(s) of engineering shown below which includes managing engineering programs and projects.\r\n\r\n\r\n \r\n Chemical Engineering\r\n Electrical Engineering\r\n Civil Engineering\r\n Construction Engineering\r\n Environmental Engineering\r\n Industrial Engineering\r\n Mechanical Engineering\r\n Agricultural Engineering\r\n Material Science Engineering\r\n \r\n \r\n 3. One year experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.\r\n \r\n
