Job description

Golden State Water Company is one of the largest investor-owned water utilities in the United States. The Senior Civil Engineer leads a design team in the preparation of plans and specifications for drinking water capital improvement projects. The Senior Civil Engineer is responsible for meeting the goals and objectives established by the Engineering Manager, including meeting the schedules and budgets for design projects assigned to the Senior Civil Engineer's design team.
JOB FUNCTIONS:
  • Leads a design team to perform or manage multiple potable water supply, treatment, storage and distribution design projects. Prepares design plans and specifications
  • Leads a design team to perform or manage preparation of site plans, including preparing grading plans to balance earthwork, develop storm water capture and conveyance design, ensure vehicular access to pumps, wells, treatment systems, and conveyance system
  • Plans, directs, assigns, reviews, and evaluates the work of all assigned staff. This includes preparing performance evaluations and career development profiles for all direct reports, as necessary
  • Coordinates internal and external resources, including consultants, concerning the timely completion of assigned design projects while working closely with other asset management staff and other internal stakeholders, including operations, customer service, and water quality staff to ensure project objectives are achieved
  • Ensures compliance with State Water Resources Control Board Division of Drinking Water Separation of Water Mains and Non-Potable Pipelines - Requests for Alternatives to the Waterworks Standards ยง64551.100. Responsible for oversight of DDW Waivers for non-compliant crossings and liaising with GSWC Water Quality Department to process waivers with DDW
  • Prioritizes assigned design projects within area of responsibility. Monitors and reports on design project schedules and budgets, and implements corrective actions when needed
  • Ensures design team meets design schedules and budgets for all assigned water supply and distribution design projects
  • Performs Quality Control on design projects by other engineers and consultants
  • Implement Quality Assurance program for internal design team
  • Engages and manages consultants and reviews invoices
  • Reviews and opines on submittals and field changes during construction phase
  • Represents or assists in representing company in public settings with respect to projects
  • Performs engineering design services associated with the development of Capital Improvement Programs and related design documents such as preliminary design reports, project cost estimates, cost/benefit analysis, value engineering reviews, and various evaluations and reports concerning system hydraulics, water supply, distribution, storage, treatment and water quality projects
  • Performs engineering design services and/or supervision of design services associated with new business projects

Minimum Qualifications:
  • Bachelor of Science degree in Engineering from an accredited college required
  • Registration as a Professional Civil Engineer in the State of California required. Registration in another state may be allowed with the provision that the incumbent is able to achieve civil engineering registration in the State of California within 18 months of hire.
  • Six years of progressively responsible experience in water infrastructure design.
  • Strong oral and written communication skills
  • Ability to analyze and solve complex problems
  • May include but not limited to standing, walking, bending, pulling and/or pushing, grasping, lifting, reaching, stooping and crouching, color determination, typing, sitting, reading, speaking and listening
