In this position you will serve as a civil engineer project manager for a wide variety of base facility and infrastructure projects in support of Hill Air Force Base mission sets.
Paving & Infrastructure Project Management:Perform planning and design work for substantial multi-phase new construction, renovation, and improvement projects for real property facilities, with a heavy emphasis on asphalt and concrete pavement systems.
Design & Coordination:Lead design teams and orchestrate the planning, design, cost estimating, and phased scheduling of complex paving projects (e.g., typical construction taking about four years).
Consultation & Problem Solving:Serve as the consulting engineer on all design aspects of assigned projects. Provide professional consultations on difficult civil engineering and paving issues (e.g., material selection, subgrade stabilization, drainage, and pavement distresses).
Liaison & Oversight:Serve as the design liaison with the Army Corps of Engineers or other design agencies. Act as the technical representative to the contracting officer in negotiation and administration of design contracts.
Documentation & Statements of Work:Coordinate the preparation of, and review, Architect & Engineer (A&E) statements of work (SOW) to ensure specific paving criteria, standards, and specifications are clearly defined and met.
Site Surveys & Inspections:Perform preconstruction site surveys and manage the completion of as-built drawings. Conduct pavement condition surveys and inspections to program future repair and maintenance projects.
Compliance & Safety:Ensure federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design, and construction of paving and real property facilities.

Incumbent of this position may be required to submit an initial and annual OGE Form 450 (Financial Disclosure) in accordance with the Joint Ethics Legislation.

The employee may be required to travel on military and commercial aircraft to perform temporary duty

Recruitment Knowledge Skills and Abilities:
Engineering Expertise:Professional knowledge of a broad range of civil engineering concepts, principles, and practices, with a verified specialization in airfield/roadway pavement design, soil mechanics, and civil infrastructure.
Acquisition & Contracting Knowledge:Strong familiarity with federal contracting regulations (FAR/DFARS), government procurement processes, and COR guidelines. Proven ability to draft rigorous SOWs and technical evaluation criteria.
Cost Estimating & Budgeting:Proficient in preparing detailed government cost estimates, performing economic analyses, and managing program planning and budgeting cycles (O&M, MILCON, NAF).
Regulatory & Compliance Knowledge:Broad knowledge of engineering and construction standards, methods, practices, materials, and equipment to determine compliance with federal, state, and local codes. Familiarity with health, safety, and environmental requirements (OSHA, EPA, technical orders) and statutory or regulatory restrictions on the expenditure of appropriated and non-appropriated funds.
Analytical & Problem-Solving Skills:Strong ability to research, interpret, and apply complex rules and engineering standards to recommend timely, safe, and cost-effective construction solutions.
Technology Proficiency:Competency in utilizing computer-aided design and drafting (CADD) software, database systems, information management programs, and project tracking tools.
Leadership & Communication:Exceptional communication skills (both oral and written) to brief leadership, coordinate interdisciplinary engineering teams, manage stakeholder expectations, and lead negotiations with contractors.
