Job description

JOB SUMMARY
The City Engineer is a responsible professional and administrative position with duties including, but not limited to, planning, organizing, directing and participating in the work of Engineering including survey, design, drafting and construction inspection. Work includes administrative and technical responsibility for all in-house and consultant design projects and studies. Through subordinates, supervision is exercised over all employees of this division. Work is performed with considerable independence within the framework of established procedures, City of Conroe and departmental policies.
QUALIFICATIONS
Education and Experience:
Bachelor's degree in related field and five years of civil engineering experience, some of which are with a municipality; or equivalent combination of education and experience.
Special Requirements:
Registered as a Professional Engineer in the State of Texas; certified as Floodplain Manager. Certification as a Professional Land Surveyor preferred. Familiarity with various types of engineering software preferred. Possession of a valid Class "C" Texas driver's license or higher.
Knowledge, Skills and Abilities:
  • Knowledge to perform all calculations for design, computer programs, utilizing specifications and setting standards.
  • Ability to sit for a long periods time, preparing plans and reviewing engineering plans submitted by others for public infrastructure improvements.
  • Ability to go to the job site to participate in surveys, field observations and walk over construction sites for observation and collection of data.
  • Ability to work with other subordinates to accomplish the project management goal of surveying, designing, planning and specification preparation.
  • Ability to participate, foster and encourage all members of the division to work as members of a team.
  • Ability to supervise contractors, prepare payments and perform final inspection for project finalization.
  • Ability to review plats in compliance with City Codes and to Subdivisions Ordinance. Communicate with owners' engineers and forward comments to them on engineering matters.
  • Ability to attend Planning Commission meetings to provide explanation of engineering issues.

PHYSICAL DEMANDS
The work is light work and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: hearing, mental acuity, speaking, repetitive motions, standing, talking, visual acuity and walking.
