Scope of Work Under the direction of the Public Works Officer, the City Engineer serves as the City's chief engineering authority and designated Professional Engineer (P.E.). As a member of the City's leadership team, the City Engineer provides executive-level engineering leadership, technical oversight, regulatory guidance, and strategic coordination for engineering-related activities that support informed decision-making, responsible infrastructure investment, and sustainable community growth. The City Engineer collaborates with Engineering Services, Planning and Development, Utilities, Traffic Operations, Airport Operations, Parks and Recreation, and other departments to ensure engineering standards, infrastructure planning, development activities, and public improvement projects are aligned with City objectives, regulatory requirements, and long-term infrastructure needs
The position serves as a trusted advisor to executive leadership, City Council, City departments, developers, consultants, and regulatory agencies on municipal engineering matters. Serving as the City's designated Professional Engineer and Engineer of Record when assigned, the City Engineer prepares, reviews, certifies, signs, and seals engineering documents as required by law. Through strategic engineering leadership and cross-departmental collaboration, the position advances the City of Midland's Strategic Plan by promoting reliable infrastructure, responsible growth, operational excellence, and an exceptional quality of life for the community.
Essential Job Duties Professional Engineering Leadership Serves as the City's designated Professional Engineer (P.E.), Engineer of Record when assigned, and chief engineering authority for all municipal engineering matters. Provides technical engineering expertise and recommendations to the Public Works Officer, Deputy City Managers, City Manager, and City Council. Ensures municipal engineering practices comply with applicable federal, state, and local regulations
Reviews, certifies, signs, and seals engineering documents, plans, specifications, reports, and studies as required. Provides engineering guidance on complex municipal infrastructure and development issues. Citywide Engineering Coordination Collaborates with Engineering Services, Utilities, Planning and Development, Public Works, Airport Operations, Traffic Operations, Parks and Recreation, and other departments on engineering-related initiatives.
Assists departments in evaluating technical feasibility, engineering impacts, constructability, and infrastructure requirements. Facilitates coordination between departments on major infrastructure and development projects. Ensures consistency in engineering standards and practices throughout the organization.
Development and Infrastructure Review Reviews subdivision plats, public improvement plans, utility plans, drainage studies, traffic impact analyses, and other engineering submissions. Evaluates development proposals for compliance with City ordinances, engineering standards, and infrastructure requirements. Recommends updates to engineering standards, specifications, design criteria, and development requirements.
Provides technical support related to growth management and community development initiatives. Infrastructure Planning and Asset Management Assists in the development of long-range infrastructure plans supporting community growth, service delivery, and asset sustainability. Evaluates infrastructure capacity and provides engineering recommendations regarding roadway, utility, drainage, transportation, and public facility improvements.
Supports capital improvement planning through technical review, engineering analysis, and infrastructure planning recommendations. Capital Improvement Program (CIP) Leadership Provides engineering leadership and oversight for the City's Capital Improvement Program (CIP), including project prioritization, engineering review, design standards, constructability, and long-term infrastructure planning. Monitors major capital projects to evaluate schedules, budgets, risks, resource needs, and infrastructure impacts while providing executive engineering oversight, recommendations, and regular status updates to the Public Works Officer, executive leadership, and City Council.
Collaborates with City departments, consultants, contractors, developers, utility providers, and other stakeholders to ensure projects are planned, designed, and implemented in accordance with City objectives, engineering standards, regulatory requirements, and long-term infrastructure needs. Transportation and Mobility Provides engineering leadership for transportation planning, traffic operations, and mobility initiatives. Coordinates with regional transportation agencies and planning organizations.
Represents the City on transportation and engineering committees as assigned. Regulatory Compliance and Risk Management Ensures compliance with engineering regulations and professional standards. Assists departments with permitting, regulatory requirements, and engineering-related compliance issues.
Provides technical expertise during emergency response, disaster recovery, and infrastructure failures. Serves as Floodplain Administrator or provides oversight and technical guidance regarding floodplain management activities. Executive and Public Engagement Prepares technical reports, recommendations, presentations, and agenda materials for executive leadership and City Council.
Represents the City before governmental agencies, professional organizations, developers, consultants, and the public. Collaborates with the Strategic Communications Office to provide technical information supporting timely, accurate, and transparent communication regarding major infrastructure and capital improvement projects. Builds collaborative relationships with engineering firms, contractors, utility providers, regulatory agencies, and community stakeholders.
Other Duties Performs related duties and special projects as assigned. REQUIRED CONTACTS: Frequent contact with City management, elected officials, department directors, employees, developers, engineers, architects, contractors, consultants, regulatory agencies, utility providers, and the general public. Works closely with the Public Works Officer, Planning and Development Services, Utilities, Finance, and other departments on citywide initiatives and infrastructure projects.
Physical and Environmental Conditions Work is performed in both office and field environments. Duties require the ability to sit, stand, walk, climb, inspect construction and infrastructure sites, and travel throughout the City. Exposure to outdoor weather conditions, construction activities, traffic, and other environmental conditions may occur.
Required Qualifications Knowledge, Abilities, and Skills Municipal engineering principles and practices. Public infrastructure systems, including streets, drainage, water, wastewater, and transportation systems. Land development and subdivision processes.
Engineering design standards and construction practices. Federal, state, and local regulations affecting municipal engineering. Texas Engineering Practice Act and professional engineering requirements.
Infrastructure planning and asset management principles. Budgeting and public sector operations. Serve as the City's principal engineering authority.
Interpret and apply complex engineering regulations and standards. Analyze and resolve highly technical engineering issues. Build collaborative relationships across departments and external organizations.
Communicate technical information to both technical and non-technical audiences. Prepare and present reports to executive leadership and City Council. Exercise sound professional engineering judgment.
Education Bachelor's Degree in Civil Engineering from an accredited college or university. Experience Ten (10) years of progressively responsible engineering experience, including at least five (5) years in a municipal engineering, public works, or infrastructure leadership role. Licenses and Certifications Licensed Professional Engineer (P.E.) in the State of Texas
Valid Texas Driver's License. Preferred Qualifications Master's Degree in Engineering, Public Administration, Business Administration, or related field. Experience in street design, planning and coordination with TXDOT, MPO, and Counties.
Experience leading engineering operations for a rapidly growing municipality. Experience serving as a City Engineer, Assistant City Engineer, Engineering Director, Public Works Director, or similar leadership position. Experience presenting technical matters to elected officials and executive leadership.
Experience reviewing development projects and public infrastructure improvements. Experience with transportation planning, utilities, drainage systems, and municipal infrastructure planning.
