As a city manager, you have a host of official political and administrative duties carried out at the instruction of a city council or mayor. In smaller municipalities, a city manager may directly implement a wide range of governmental policies, while in larger towns and cities, you generally head up different departments within city government, such as the budget office, human resources, or public works. Regardless of the size of the city, you have a role with significant responsibilities related to budgetary, managerial, and operational strategies and goals.
| Aspect | City Manager | City Clerk |
|---|---|---|
| Required Credentials | Typically a master's degree in public administration or related field, with experience in local government | Often a high school diploma or associate degree; some positions prefer certification in municipal clerkship |
| Work Environment | Oversees daily city operations, manages staff, and implements policies | Handles records management, public notices, and official documentation |
| Employer & Industry Usage | Municipal governments, city administrations | City governments, municipal offices |
| Common Search & Comparison | Often compared for leadership roles in city management | Compared for administrative and record-keeping responsibilities |

The City Manager serves as the Chief Executive Officer of the City of Rowlett, appointed by and reporting to the Mayor and six member City Council under the council-manager form of government. The position directs all city operations, prepares and administers the annual budget, appoints and supervises department directors, and carries out Council policy.
The next City Manager arrives at a rebuilding moment. The organization experienced significant turnover in recent years, and the Council and executive team have spent the past year restoring stability, reopening communication, and filling vacancies. Council is unified, staff are ready to be trusted, and residents are paying close attention.
The immediate work is organizational. Rowlett needs clear structure, documented procedures, defined performance measures, and department directors who are equipped and empowered to lead. The parallel work is public. Council, staff, and residents describe the same expectation: a leader who communicates early and often, explains the reasoning behind decisions, and is present in the community rather than behind a desk.
This is not a first-time City Manager position, and it is not a resume builder. Rowlett is looking for an experienced professional who intends to stay and finish what they start.
MINIMUM QUALIFICATIONSThe salary range for this position is $285,000 to $315,000, dependent on qualifications and experience.
