Main Purpose of Job

The Maryland Department of Commerce is seeking qualified applicants for the Chief Information Officer (CIO) position within the Division of Administration and Technology.\r\n\r\n\r\n

POSITION DUTIES

The CIO's primary responsibility is to direct and manage the comprehensive IT operations of the department including data architecture, network operations, systems integration, application development, system security, user support, and project governance.\r\n\r\n\r\nThe incumbent of the position establishes a technology plan and vision that advances the Department's strategic goals and aligns with the statewide Information Technology Strategic Plan. The position analyzes departmental needs, recommends technical solutions, and establishes appropriate budgetary, security, and performance controls. The CIO also implements and maintains an efficient, user-friendly, and cost-effective IT architecture that supports the Department and its customers and considers the impact of technology decisions on internal and external stakeholders.\r\n\r\n\r\nThe selected candidate will be tasked with establishing and overseeing departmental IT policies, procedures, technical standards, security controls, and governance practices to protect Department systems and support secure, reliable, and effective technology operations.\r\n\r\n\r\nThe incumbent collaborates with division leadership, users, vendors, and other State partners to develop and communicate IT strategies and implement Department-wide technology solutions. The position leads and oversees the Department's information technology team and is responsible for the direction, coordination, and evaluation of staff supporting the Department's technology operations and services.\r\n\r\n\r\nThis position is eligible for a hybrid work schedule, subject to the operational needs of the Department and applicable State and agency policies.\r\n\r\n\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Computer Information Systems, Management Information Systems, Information Security, Cybersecurity, or a closely related field.\r\n\r\n\r\nExperience: Seven (7) years of experience in an information technology environment that included responsibility for managing IT initiatives, budgets, procurements, major IT projects, information security, and resource planning. Four (4) years of this experience must have included direct management of IT technical staff and resources.\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.\r\n\r\n1) Experience delivering enterprise information technology services in a state or local government agency or another highly regulated organization.\r\n\r\n\r\n2) Experience developing agency-wide cybersecurity policies, business continuity frameworks, IT Standards, and strategic IT plans.\r\n\r\n\r\n3) Experience managing IT budgets, procurements, contracts and vendor relationships\r\n\r\n\r\n4) Experience leading multidisciplinary IT functions, such as infrastructure and network operations, endpoint support, enterprise applications, system security, telecommunications, and service delivery.\r\n\r\n\r\n5) Experience advising executive leadership regarding information technology strategy, operations, investments, and major technology initiatives.\r\n\r\n
