Job description

Mgr Research Environ Health and Safety

Required:
  • Certified Safety Professional (CSP).
  • Certified Hazardous Material Manager (CHMM).

Summary:
The Manager Research Environmental Health & Safety is designated Research Safety Officer and Chemical Hygiene Officer, which is the top level Safety position in the Moffitt Research Institute. The Manager develops, plans, implements and oversees all aspects of safety, health and environmental programs Moffitt Research Institute and the hazardous materials management of the organization. This includes writing policies and procedures, identification of hazards, evaluation of loss potential, design and implementation of loss control programs. The position works closely with Moffitt's research investigators to develop project specific safety procedures and training. The Manager ensures compliance with federal, state and local regulations and related regulatory reporting. Has financial accountability for programs, annual operation and capital budgets. Management includes but is not limited to the following programs:
  • Spill Prevention & Control Plan.
  • Hazardous Communication Program.

This position is responsible for hiring, firing, development, coaching, and performance management of direct staff.

Responsibilities:
  • Research Safety Officer, Chemical Hygiene Officer The Manager/Officer assumes the duties & responsibilities of the Research Safety Officer; institutional Chemical Hygiene Officer (CHO).
  • Manages the development and implementation of the Chemical Hygiene Plan, BioSafety Plan, Spill Containment Plan, and all other Safety related plans within Research and as needed/requested at the institution level.
  • Manages the development and implementation of the Research Lab Inspection and Support Program and Occupational Safety Program for Research.
  • Management Personnel includes hiring firing, development and training, coaching, and performance management of direct staff.
  • Maintain effective lines of communication with all members of EH&S staff and researchers, faculty, clinicians and leadership.
  • Plans, implements, and manages safety, health, and environmental programs.
  • Responsible for writing, obtaining approval, and implementing EH&S programs, policies and procedures such as the Spill Prevention & Control Plan, Hazardous Communication Program, Lab Safety Program and chemical inventory program.
  • Responsible for the development, implementation and monitoring of Safety and Security Management Plans for all Moffitt research areas.

Credentials and Qualifications:
  • Bachelor's Degree BS in Safety, Environmental Health and Safety, biological sciences, chemistry or similar is required.
  • Master's Degree MS in Safety, Environmental Health and Safety or Similar. Preferred.
  • Certified Safety Professional (CSP) required Certified Hazardous Material Manager (CHMM).
  • Valid Florida driver's license with driving record in good standing.
  • Certified Industrial Hygienist (CIH) preferred.
  • Seven (7) years of direct experience in occupational/environmental health & safety, environment, inclusive of three (3) years direct supervisory experience of a team with relevant operations.
  • Experience in an academic/university environment.
  • Working knowledge and hands-on experience in laboratory safety Working Knowledge of Federal (OSHA, EPA, FDA), State, and Local regulatory organizations and regulations.
  • Working knowledge of common indoor pollutants.
  • Hazardous Waste, Universal Waste and Used Oil regulations knowledge.
  • Knowledge of the wastewater treatment process for sewage wastewater. Working knowledge of Biology, Chemistry, Laboratory Safety, Laser Safety, and Radiation Safety. Working understanding of Ergonomics.
  • Demonstrated and working knowledge of quality management and continuous quality improvement.
  • Demonstrated ability to apply regulations and standards in an academic research environment.

Additional Required Training/Certificates:
  • 40 Hr Hazwoper, OSHA 30 hr Supervisor Training, RCRA/DOT trained, Authorized OSHA Trainer, and Radiation Safety training Ability to function independently and as a member of a large diverse team; motivate people to achieve excellence; work with multiple leadership and staffing levels and with multiple business units to achieve goals.
  • Demonstrate ability to analyze and evaluate complex regulations and management systems.
  • Demonstrate ability to establish and maintain good working relationships with government agencies, industry groups, and other stakeholders.
  • Demonstrate the ability to analyze data and determine trends Interprets variety of instructions in written, oral, diagram, or schedule form.
  • Possess knowledge of computer analysis including word processing, spreadsheets, computer data management, and environmental modeling skills.
