JOB SUMMARY & ESSENTIAL JOB FUNCTIONS:Community Service Officer Level 1 โ€“ Records

Reviews reports and reconciles UCR / SCIBRS submissions, processes expungements, assists the public by taking reports, troubleshoots a variety of calls from the public and administration; performs a variety of clerical and secretarial work in maintaining the departmentโ€™s records as well as aiding the public, vendors, attorneys, and other professionals. This position works 8-hour shifts Monday - Friday when the Town is open between 8:00 a.m. โ€“ 4:30 p.m.

  • Processes reports in the department; collates, edits, and distributes reports, administrative and operational documents and related forms.
  • Migrates reports submitted through the Citizen Online Portal.
  • Maintains the departmentโ€™s files, automated data systems, and record holding systems.
  • Reconciles and submits SLED validations from EIS report management system.
  • Works with the Town Prosecutor and Assistant Prosecutor in obtaining and distributing information.
  • Assists the general public and distributes police records in accordance with state law and established policy and procedures.
  • Expunges all records from the system that have been court ordered.
  • Maintains all collision report data.
  • Completes incident reports for non-violent crimes that have previously occurred.
  • Testifies in court proceedings when necessary.
  • Answers and forwards incoming telephone calls as appropriate and greets citizens in the lobby to provide information and answer routine questions, posts related information in accordance with department procedures, and accepts monies from the public for reports and background checks.
  • Assists with FOIA requests as needed.
  • Provides reports to governmental offices (DSS, Homeland Security, FBI NICS, etc.)
  • Performs other related assigned duties.

Community Service Officer 2 - Patrol

Performs routine and specialized community service duties including responding to all non-emergency calls and traffic collisions and providing support functions to operations of the police department. This position is designed to introduce policing with the intent to train to become a police officer. Accordingly, one may stay in this position a maximum of 3 years or, if not eligible to become a police officer based on age requirements, within one year of age eligibility. This position works 8-hour shifts, including nights, weekends, and holidays. Position considered essential and must remain at the station through any natural disaster when ordered by the Chief of Police

  • Operates department fleet vehicles
  • Performs traffic control and parking enforcement functions.
  • Performs various administrative duties including the preparation of detailed written incident reports and other reports as necessary.
  • Responds to and investigates non-in progress calls for service and minor traffic accidents without injuries.
  • Testifies in court proceedings when necessary.
  • Performs duties at a crime scene as directed by superior officers.
  • Supports Patrol Operations by performing various functions, such as, picking up paperwork, getting ice for meetings, lunch for large groups, etc.
  • Performs other related assigned duties.
Community Service Officer 3 - NCIC

Responsible for the 24-hour operation of the NCIC terminal located at the Mount Pleasant Police Department; receiving, entering, and retrieving information from the NCIC terminal; receiving non-emergency administrative calls that will be transferred or entered into our CAD system for dispatch; aiding the public when necessary to assist the Records Specialists during busy times. This position works either a set 8-hour shift Monday โ€“ Friday or 12-hour shifts during the weekend with the option to โ€œfloatโ€ two 8- hour shifts between Monday โ€“ Friday, depending on shift availability at the time of hire.

  • Continuously monitors, enters, clears, locates, cancels, second party checks, and modifies wanted persons, missing persons, articles, guns, vehicles, and license plates in the NCIC database and the records management system (EIS).
  • Maintains, disseminates, controls, and enters warrants into the NCIC database.
  • Responds and disseminates information to government and various law enforcement agencies upon requests.
  • Receives, responds, and handles both urgent and routine hits (YR/YQ) relating to wanted persons, articles, vehicles, and guns.
  • Correctly reads, understands, and communicates the contents of a NCIC III criminal history for use in packages, officer safety issues, crime enhancements, and other processes requiring NCIC restricted information.
  • Collects disseminates, and files all necessary paperwork to support NCIC documents.
  • Enters non-emergency calls into CAD as necessary.
  • Performs monthly validations of NCIC records.
  • Monitors police radio traffic and assist officers when requested on the Records administrative channel.

  • Handles FBI NICS correspondence that comes across the NCIC terminal.
  • Provides RAP and DMV Information to officers, clerk of court and the town attorney.
  • Handles officers court docket request in preparation for court their respective court dates.
  • Provides Clerk of Court and Town Solicitor with NCIC information as needed.
  • Assists with incoming phone calls, routing calls or taking messages.
  • Attains NCIC certification within 6 months of hire.
MINIMUM REQUIREMENTS TO PERFORM WORK:
  • High School diploma or GED;
  • CJIS certification required upon hire.
  • Valid South Carolina driverโ€™s license (only for CSO 2 โ€“ Patrol)
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of South Carolina Laws, the U.S. Constitution, the Town ordinances and NCIC policies, practices, and procedures;
  • Skill in the use of CAD and telephone system after proper training.
  • Skill in the use of oral and written communication;
  • Skill in data processing and being well organized.
  • Ability to manage multiple tasks in a detailed and effective manner.
  • Ability to deal with contacts in a tactful manner.
  • Ability to prioritize tasks in an effective manner.
