What is a chief regulatory officer?

A Chief Regulatory Officer (CRO) is a senior executive responsible for ensuring that a company complies with all applicable laws, regulations, and industry standards. The CRO oversees regulatory affairs, develops compliance strategies, and works closely with regulatory agencies to ensure the company’s operations meet legal requirements. This role is critical in highly regulated industries such as finance, healthcare, and pharmaceuticals, where non-compliance can lead to significant legal and financial consequences. The CRO often leads a team that monitors regulatory changes and educates employees about compliance matters.

How does a chief regulatory officer typically collaborate with other departments to ensure company-wide compliance?

A Chief Regulatory Officer (CRO) works closely with various departments such as legal, operations, product development, and executive leadership to implement effective compliance strategies. They often lead cross-functional teams to interpret and apply regulatory requirements, provide training, and address compliance risks proactively. Regular communication, policy updates, and internal audits are common methods used to foster a culture of compliance throughout the organization. This collaborative approach not only helps mitigate regulatory risks but also supports business goals by ensuring all teams are aligned with current laws and industry standards.

What are the key skills and qualifications needed to thrive as a chief regulatory officer, and why are they important?

To excel as a Chief Regulatory Officer, you need a deep understanding of regulatory frameworks, compliance standards, and risk management, often backed by a law degree or advanced certification in regulatory affairs. Familiarity with regulatory technology platforms, legal research databases, and compliance management systems is typically required. Strong leadership, strategic thinking, and persuasive communication are crucial soft skills for influencing organizational policy and navigating complex regulations. These competencies are vital to ensure the organization remains compliant, avoids legal risks, and effectively adapts to changing regulatory landscapes.

What is the difference between Chief Regulatory Officer vs Compliance Director?

AspectChief Regulatory OfficerCompliance Director

Industry UsageUsed in highly regulated industries like finance, healthcare, pharmaceuticalsCommon in organizations requiring strict regulatory adherence, often reporting to the Chief Compliance Officer

The Chief Regulatory Officer and Compliance Director roles both focus on regulatory adherence, but the Chief Regulatory Officer holds a higher strategic, executive position overseeing overall regulatory strategy, while the Compliance Director manages day-to-day compliance activities. Both roles require similar credentials and are vital in regulated industries, but their scope and level of responsibility differ.

Job description

The world still has coverage blind spots. You could help eliminate them at Skylo.

Skylo has pioneered a standards-based approach to satellite connectivity. We connect smartphones and IoT devices directly to satellites. No special hardware, no entirely new networks. Just billions of existing devices, suddenly reachable anywhere on Earth. We're not building toward this future. We're already in it.

Our direct-to-device service is live on millions of activated devices across five continents, covering more than 72 million square kilometers, in partnership with leading satellite operators, mobile network operators, Tier-1 chipset makers, and OEMs worldwide. And we're just getting started.

At the heart of it all is Skylo's commercial NTN vRAN: a 3GPP standards-based, cloud-native platform that seamlessly bridges terrestrial and satellite networks. It's the infrastructure that makes true anywhere, anytime connectivity possible.

When you join Skylo, you'll work at the intersection of three markets reshaping how the world stays connected: mass-market consumer devices, automotive, and industrial IoT. Enabling people outdoors and critical workflows in the world's most remote places.

This is a rare chance to work on technology that matters, at a company that's already proving it works

This position follows a hybrid schedule, with candidates expected to be onsite 3 days per week.

ABOUT SKYLO

Skylo is a global Non-Terrestrial Network service provider based in Mountain View, CA, offering a service that allows smartphone and IoT cellular devices to connect directly over existing satellites. Our focus is on enabling connected services for people outdoors and connected workflows across 3 main verticals: mass-market consumer devices, automotive & industrial IoT.

SUMMARY OF HOW YOU WILL IMPACT SKYLO

Skylo is hiring a Principal People & Culture Partner to help fulfill our mission of making satellite connectivity available to all. While our engineering team builds the future, this individual will be the key strategic partner to our Chief Financial Officer, Chief Revenue Officer, Chief Regulatory Officer & VP of Communications. You will be instrumental in building and scaling the commercial and corporate infrastructure of the company. Your focus will be on strategic organizational design for Go-To-Market teams, executive coaching, and ensuring our global corporate functions are aligned to support rapid commercial expansion. This is a hands-on, individual contributor role that requires a sophisticated understanding of how diverse business functions - from sales to legal - integrate to drive a global enterprise.

HOW YOU WILL CONTRIBUTE
  • Executive Partnership: Act as the primary People Partner for the CFO, CRO, and other business executives, providing strategic guidance on leadership effectiveness and high-stakes decision‑making.

  • GTM Scaling: Partner with the CRO on the organizational design of the sales and marketing functions, including talent planning for global expansion and advising on performance cultures that drive revenue.

  • Corporate Governance & Ops: Support the CFO and Regulatory leads in building out robust, compliant, and fiscally disciplined teams.

  • Manager Coaching: Coach and mentor leaders at all levels to enhance their management capabilities, specifically focusing on the unique needs of high‑pressure commercial and regulatory environments.

  • Global Liaison: Serve as the key bridge between the Business/G&A organizations and the broader People & Talent team, ensuring consistent implementation of compensation, career development, and performance programs

  • Systemic Execution: Maintain a detail‑oriented approach to people‑related initiatives, ensuring that as the company grows, the business side remains cohesive, culturally aligned, and operationally excellent.

  • International Support: Travel internationally up to two times per year to support global business hubs and initiatives.

  • Workforce Planning: Build a lightweight and repeatable way for exec team to sequence hires against budget and business need, without adding bureaucracy.

  • Executive Bandwidth: Create strategic capacity for the exec team by reducing day‑to‑day firefighting and getting ahead of people issues before they land.

  • Succession Planning: Map bench strength and single points of failure across critical roles, and put credible succession plans behind them.

  • Manager Capability: Lift the standard of management across the company

  • Global Expansion: Support entity set‑up in new markets, as our international headcount grows.

WHAT WE LOOK FOR:
  • Experience: 12+ years in an HR or People Partner role, with a heavy emphasis on supporting Executive GTM and G&A functions (Sales, Finance, Legal, etc.).

  • Business Sophistication: Proven experience in a fast-growing tech environment. You should understand the nuances of sales incentive structures, financial planning cycles, and regulatory hurdles.

  • Strategic Advisory: A thinker who can translate business goals (e.g., "Enter the European market") into actionable people plans (e.g., "Hire a regional lead, establish local compliance, and align sales comp").

  • Influence: Strong interpersonal skills with the ability to provide "tough love" coaching and influence senior C‑suite executives.

  • Action‑Oriented: A results‑driven mindset with a bias toward implementation. You are comfortable being the "right-hand" to the CFO/CRO while ensuring their teams remain integrated with the rest of the company.

  • Communication: Exceptional presentation and listening skills; ability to navigate complex, multi‑stakeholder environments.

WHAT WE OFFER

With employees working across three continents, Skylo is proud to be an equal opportunity employer dedicated to building an inclusive and diverse workforce. Our worldwide culture encourages a flexible approach to work, and we offer an attractive range of benefits:

  • Competitive compensation packages including a stock option‑based equity program

  • Comprehensive benefits including medical, dental, vision, and retirement plan

  • Monthly allowances for wellness and education reimbursement

  • A generous time‑off policy, holidays, and the opportunity to temporarily work abroad

  • A once‑in‑a‑career opportunity to operate the world's first commercial, live direct‑to‑device satellite network

  • Access to a world‑class team across software, hardware, chipsets, telecom, satellite, and network virtualization

  • Open, transparent, inclusive culture that blends Silicon Valley, Nordic, and South Asia characteristics

The estimated base salary range for this role is $172,000 — $183,000. Within the range, individual pay is determined by work location and additional factors, including job‑related skills, experience, and relevant training.

In addition to base salary, Skylo offers a competitive benefits package including health insurance, retirement plans, paid time off, and equity options.
