POSITION: Chief Operating Officer
LOCATION: Headquarters
GRADE: 24MA – 37.5 hours/weekly
SALARY RANGE: $143,257 – $243,569
Overall Position Purpose: The Chief Operating Officer (COO) serves as a member of the Executive Leadership Team and provides strategic and operational leadership for the Anne Arundel County Public Library's Branch Operations, Public Services, Community Engagement, Collection Strategies, and Technical Services. The COO is responsible for ensuring exceptional customer experiences, efficient systemwide operations, and alignment of operational services with the Library's Strategic Plan.
The COO develops and implements operational strategies; oversees service delivery, organizational performance, capital planning, and operational budgets; and fosters collaboration across departments to improve organizational effectiveness and continuous improvement. The position provides executive oversight of the Collection Strategies Director, Regional Managers, Community Engagement Manager, and Circulation Services Manager, ensuring that collections, technical services, and public-facing operations work together to meet community needs. The COO represents the Library before the Board of Trustees, County Government, community organizations, and professional associations as assigned by the Chief Executive Officer.
Minimum Qualifications:
• Master's degree in Library and Information Science from a program accredited by the American Library Association.
• Seven (7) years of progressively responsible leadership experience in public library administration.
• Five (5) years of experience supervising professional staff, including responsibility for organizational planning, performance management, coaching, and staff development.
Necessary Special Requirement: Must maintain Maryland Public Librarian Certification by completing required continuing education and recertification requirements (90 hours of training every 5 years).
