10+ Years of Progressive Clinical Leadership in Behavioral Health, Integrated Care, or Community Health
Masters Degree in Nursing, Social Work, Counseling, Public Health, Healthcare Administration or Related Field Required (Doctoral Degree Preferred)
Independent Clinical License Strongly Preferred (LCSW, LPC, LMFT, PMHNP, MD/DO, RN)
Extensive Success Leading Multi-site Clinical Operations and Large Disciplinary Teams
Deep Knowledge of AHCCCS, CMS, Medicaid Managed Care, HRSA/FQHC Operations, Behavioral Health Regulations, and Value-Based Care

The Chief of Clinical and Specialty Programs (CCSP) is a key executive leader responsible for strategy development and execution, operational performance, and clinical excellence across all of Terros Health's lines of business and programs - to include FQHC and clinic locations as well as all specialty programs. The CCSP ensures high-quality, person-centered, integrated culturally responsive care across all behavioral health and medical programs, and works in close partnership with the Chief Medical Officer. The CCSP reports to the President and CEO. This role drives care delivery, regulatory compliance, quality outcomes, and workforce development while fostering a culture of accountability, innovation, and whole-person care.
Leadership
  • Develop and execute the clinical vision aligned with Terros Health's mission, values, and strategic plan and in close collaboration with the policy and programmatic governance of the CMO and Quality department
  • Design and lead initiatives that improve access, outcomes, and patient experience
  • Partner with the executive team to align clinical operations with organizational priorities and financial sustainability.
  • Serve as the executive clinical voice for system design, clinical operations, and community partnerships
  • Ensure structured synergy between sites, programs, and operations
  • Drive a culture of integration and innovation, thus creating programs and services that meet patients where they are and meet their needs in creative ways
  • Ensure consistent, clear respectful communication across programs, services and locations advancing our vision of One Terros and allowing for seamless patient care and

Clinical Operations Oversight
  • Provide executive leadership to medical, nursing, behavioral health, and specialty care teams
  • Ensure effective and consistent clinical workflows, staffing models, and service delivery across all sites and programs
  • Oversee implementation of clinical policies, protocols, and evidence-based practice implementation in alignment with CMO, regulatory requirements, best practices
  • Support matrixed reporting of medical team that creates excellence in medical care and streamlined clinic operations
  • Partner with Operations to ensure seamless coordination between clinical and operations functions
  • Lead clinical innovations to create excellent patient outcomes

Integrated Care & Innovation
  • Advance whole-person care models, including behavioral health-primary care integration in collaboration with CMO
  • Execute initiatives in digital health, care coordination, and population health
  • Support adoption and governance of clinical technology, EHR optimization, and data analytics in partnership with IT leadership

Workforce Development & Culture
  • Oversee and support recruitment, retention, and development of clinical leaders, providers, and multidisciplinary teams
  • Build a culture of accountability, collaboration, and trauma-informed care
  • Ensure ongoing training, credentialing, and competency development for all clinical staff

Community, Partner, and Payer Engagement
  • Represent Terros Health in community coalitions, health system partnerships, and payer relationships
  • Collaborate with AHCCCS, health plans, and community partners to improve care coordination and outcomes, as well as ensure regulatory and contractual compliance
  • Support contract negotiations and clinical components of value-based arrangements
  • Partner with Office of Development and External Affairs to drive new initiatives funding opportunities thru grants and relationships

  • Must have valid Arizona driver's license, be 21 years of age with minimum 3 years driving experience, and meet requirements of Terros Health's driving policy
  • Must have a valid Arizona Fingerprint Clearance card or apply for an Arizona fingerprint clearance card (Level 1) within 7 working days of assuming role.
  • Must pass a Drug Screen, TB Test and Background Check.
