The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the city.
The Agency Chief Contracting Office (ACCO) is responsible for managing all agency procurement and payment activity in accordance with all applicable city and state laws and regulations including General Municipal Law, City Charter, local laws such as LL1 for (MWBE) Minority Women Owned Business Enterprise, (PPB) Procurement Policy Board Rules and NYC Comptroller Directives. ACCO works cooperatively with DEP's bureaus in support of their operational and programmatic needs including procurement of capital construction and related professional services (design, engineering, and construction management services), maintenance and repair contracts, and a wide array of supply and standard service contracts. In addition, ACCO staff manages agency compliance with vendor performance evaluations, MWBE participation goals, opportunities and requirements, prevailing wage, labor law compliance and vendor management. ACCO processes hundreds of both large and small contracts and thousands of payment transactions procuring about $2 billion in contracts annually. The ACCO consists of ten (10) organizational groups: Competitive Sealed Bids, Procurement Administration, Technology Development & Innovation, Contract Administration, Contract Compliance and Opportunities, Purchasing Management, Payments & Accounting, Negotiations and Contract Review, Large Contract Payments, and the Process Optimization & Change Management group.
The Director of Design-Build Procurement leads the execution of the Agency's Design-Build (DB) program for ACCO a proven project delivery method that reduces cost and project timelines and is highly anticipated by both DEP and the vendor community. This role oversees Design Build procurement activities utilizing industry best practices, and coordinates collaboration among Agency bureaus and vendors throughout the pre-award process. The selected candidate, reporting directly to the Deputy Chief Contracting Officer (ACCO), will be responsible for the below:
-Oversees the development of project requirements and contract documents. Coordinates internal Bureau staff to ensure timely, accurate project responses. Provide direction on managing and resolving project issues.
-Participate in recurring project meetings and workshops as needed. Reviews all project deliverables, forms, and documentation. Distributes reports and materials to relevant DEP staff for input and comment.
-Oversee the preparation of procurement documents including Pre Solicitation Reports (PSRs), Requests for Qualifications (RFQs), and Requests for Proposals ( RFPs) as well as related templates and forms. Utilize Procurement and sourcing solutions portal ( PASSPort) and all required procurement systems. Track procurement progress and update databases, spreadsheets, and reports accordingly.
-Maintain accurate, up-to-date files, including draft and executed contracts, change orders, invoices, correspondence, reports, deliverables, and performance evaluations. Inputs contract status information into applicable bureau databases. Reviews invoices for accuracy and initiates processing per bureau protocols.
-Provide regular project status updates to executive leadership. Supply accurate and current data from project files, logs, databases, and other tracking tools. Ensures documentation associated with project checklists remains complete and current.
-Conduct periodic reviews and updates of contract and solicitation templates (e.g., RFP templates) to reflect Agency needs. Lead meetings with bureaus to develop or revise template documents. Creates standard operating procedures for template and form usage.
-Oversee the two-step procurement process for Design-Build contracts and manages communication with Design-Build teams throughout procurement. Maintains the procurement schedule and facilitates Collaborative Dialogue Meetings to evaluate risks and uncertainties. Lead evaluation and selection activities, including cost proposal reviews, shortlisting, scoring verification, evaluation Committee meetings, and Best Value selection. Support limited negotiation and compile final agreement packages for oversight approval. Conduct vendor debriefings.
-Participate in Agency-wide and interagency workshops related to Design-Build. Attend meetings with bureaus to plan upcoming Design-Build projects. Engage with other City agencies to share lessons learned and contributes to interagency efforts to standardize the City's approach to Design-Build (e.g., PPB rule development, future legislation).
ADM MANAGER-NON-MGRL FRM M1/M2 - 1002C
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3
years.
