Position Overview :

  • The Chief Cloud & Compute Engineer is responsible for assisting in the oversight, planning, directing, evaluating, and controlling the technology and operations of the Operations Directors and associated staff engaged in Enterprise Cloud and Compute Operations.
  • The Chief Cloud & Compute Engineer is to ensure that the Enterprise cloud and compute technologies use aligns to the vision, strategy, and roadmap established by the Commonwealth’s C-Suite leadership and that the provided solutions meet agreed agency and external customer requirements and service levels.

Responsibilities: 

  • Lead the Cloud and Compute Architecture and Engineering Team and provide direction, strategic alignment and champion best-practice policies for the design, delivery, and management of Enterprise Cloud and Compute technology systems and services.
  • Establish and align Enterprise technology needs and standard offerings with the vision, strategy, and roadmap established by the Commonwealth’s CIO and CTO.
  • Interpret technology and market trends to assist their Director, Commonwealth CIO and CTO with Enterprise technology foundations and product roadmaps.
  • Establish a team culture that unifies the IT teams across the different agencies.
  • Foster and maintain a customer-orientated environment as a service provider.
  • Ensure that metrics are tracked that showcase the value of the Enterprise cloud and compute operations IT environment and foster continual service improvement.
  • Provide day-to-day direction to a matrixed organization that reports centrally to the Enterprise, but provides support to the Enterprise, TSOs, agencies, and external customers.
  • Develop, measure, and maintain core cloud and compute operations design, implementation, and management KPI’s and supporting reports, dashboards, and executive summaries.
  • Monitor the effectiveness of the environment and associated services against SLA/KPI's, driving through change as needed to design, implement, and manage effective Enterprise cloud and compute operations system services.
  • Facilitate the development of the Enterprise cloud and compute operations technology specific continuity of operations / business continuity plan to respond to emergency interruption of Enterprise IT services.
  • Establish operational minimums for system and infrastructure resiliency against unplanned issues, failures, and attacks.
  • Develop and implement disaster recovery and continuity of operation plans to meet or exceed these minimums.
  • Determine the balance between short-term and long-term programs in support of the Enterprise cloud and compute operations services provided to the Enterprise, agency, and external customers.
  • Manage and provide project leadership regarding the design, implementation, and management of Enterprise cloud and compute operations systems to ensure the most effective use of equipment and human resources.
  • Develop business case justifications and cost benefit analyses for technology spending and optimization of initiatives for the Enterprise cloud and compute operations systems.
  • Develop and document standards, objectives, policies, processes and procedures, and roles and responsibilities to support the design, implementation, and management of cloud and compute operations Enterprise services.
  • Creatively and independently provide resolution to technical problems in a cost-effective manner.
  • Continually evaluate the design and implementation of Enterprise cloud and compute operations services to ensure sufficient capacity to meet the needs of the agencies and external customers.
  • Assess and communicate incidents affecting the design, implementation, and management of Enterprise cloud and compute operations technology services.
  • Assess and communicate risks associated with Enterprise cloud and compute operations technology-related investments and purchases.
  • Approve, prioritize, and execute design, implementation, and operational project activities supporting the Enterprise project portfolio as they relate to the selection and acquisition of major cloud and compute operations information systems.
  • Assist in the definition and communication of procedures, policies, and standards for the design, implementation, and operations of Enterprise cloud and compute systems, equipment, software, and other technologies.
  • Establish performance measurement standards and evaluate performance of subordinate employees as required.
  • Identify and mitigate any risk in the design, implementation, and management of Enterprise cloud and compute operations services delivered.
  • Support their Director, the Commonwealth CIO, and CTO planning, performance measurement, and evaluation as assigned.
  • Assist and support the executive leadership in the planning, directing, organizing, and evaluating of Enterprise cloud and compute operations and initiatives.
  • Knowledge of complex architectural and infrastructural concepts, as well as current industry standards and best practices in large Enterprises.
  • Demonstrate personal involvement in the establishment of ITSM processes within the ETSO and the Enterprise.
  • Leads the ongoing management of IT Service Knowledge within the Bureau.
  • Demonstrates annual improvement in relevant ITSM metrics for the Bureau.
  • This position will play a key role in the ongoing adoption and maturity of service management process within the Enterprise.
  • Travel as required, including overnight status.

Skills & Experience:

Leadership & Strategy-

  • Proven experience leading Cloud & Compute Architecture/Engineering teams in a large enterprise or public-sector environment.
  • Ability to align technology strategy, standards, and roadmaps with CIO/CTO vision and enterprise objectives.
  • Demonstrated success guiding matrixed organizations that support central enterprise functions, agencies, and external customers.
  • Track record establishing a unified, customer-oriented culture across distributed IT teams.

Service Management & Operations-

  • Hands-on leadership in ITSM process design, adoption, and maturation (incident, problem, change, knowledge, service catalog).
  • Demonstrated annual improvement of ITSM metrics and service performance within a bureau/enterprise setting.
  • Experience developing, tracking, and reporting on SLA/KPI targets for cloud & compute services, including executive dashboards.

Cloud Architecture & Platforms-

  • Deep experience designing, deploying, and managing solutions across major public cloud providers: AWS (EC2, VPC, IAM, S3, CloudFormation, CloudWatch), Azure (VMs, VNets, Resource Manager, Monitor, Security Center).
  • Proficiency in hybrid and multi-cloud architectures, including interconnectivity, workload migration, and policy enforcement.
  • Expertise in IaaS and PaaS design patterns and optimization for cost, performance, and security.
  • Experience implementing cloud governance frameworks, including tagging standards, role-based access, and compliance enforcement.
  • Familiarity with sovereign or government cloud environments (e.g., AWS GovCloud, Azure Government).
