The Vice Provost for Budget and Business Operations serves as the chief business officer for the Office of the Executive Vice Chancellor and Provost, providing executive leadership and strategic oversight for the division's financial and business operations. Reporting directly to the Provost, this position leads budget planning, financial management, resource allocation, expenditure oversight, and long-range fiscal strategy to ensure the continued financial health and sustainability of the Provost's Office. The vice provost also provides leadership for the Budget and Business Operations unit, overseeing the delivery of central business and HR services that support the Office of the Executive Vice Chancellor and Provost and several academic and administrative units across the university.
In this role, you will serve as a trusted advisor to the Provost, helping shape strategic investments that advance the university's priorities. You will collaborate closely with university leadership, including the Senior Vice Provost for Institutional Strategy and Analysis, the University Budget Office, Finance and Administration, Research and Innovation, and college and unit business leaders to align financial resources with NC State's strategic plan. Success in this role requires an accomplished leader who can navigate complex financial and organizational challenges, build collaborative partnerships across the institution, exercise sound judgment in confidential and high-profile matters, and lead teams with integrity, transparency, and a commitment to operational excellence.
- Serve as the chief business officer for the Office of the Executive Vice Chancellor and Provost.
- Manage and maintain primary accountability for the Office of the Executive Vice Chancellor and Provost's funds and financial obligations.
- Oversee financial planning, budget preparation, budget management, expenditure monitoring, and the distribution of funds from state appropriations, foundations and endowments, gifts, auxiliary sales and services, and facilities and administrative (F&A) receipts.
- Provide monthly reports to the Provost on financial commitments and allocations.
- Work closely with the Provost and the Senior Vice Provost for University Data and Analytics & Chief of Staff to the Provostto align university resources with the implementation of NC State's strategic priorities.
- Provide leadership and oversight to college and unit business and HR leads on allocation requests, including start-ups, retention packages, spousal hires, and other budget, financial, and HR activities representing the strategy established by the Provost.
- Collaborate with the University Budget Office on central budget planning, the University Strategic Budget Initiative, analysis of university accounts and balances, and preparation of financial reports.
- Build and maintain collaborative relationships with the Office of Finance and Administration, the Office of Research and Innovation, the University Budget Office, and other campus partners to support university-wide initiatives.
- Co-chair the Education Technology Fee (ETF) Committee, providing recommendations for budgeting, fund management, allocations, and annual carryforward planning in coordination with the University Budget Office.
- Lead the Budget and Business Operations unit, providing oversight for the business and HR services that support the Office of the Executive Vice Chancellor and Provost and small- to mid-size units within the Provost's organization.
- Serve on committees, groups, and meetings as assigned, including the Tuition Review Advisory Committee and Budget Routine Meetings.
All degrees must be received from appropriately accredited institutions.
- Knowledge of budget, HR and financial requirements as well as state policy;
- A record of serving as an active and contributing member of a leadership team within a higher education institution.
- Proficiency with enterprise resource planning (ERP) systems, financial/budget management systems, financial software, Google Workspace, and Microsoft Office applications.
- Demonstrated high-level organizational skills with the ability to prioritize and multitask effectively in a fast-paced, detail-oriented and time-sensitive environment; with the proven ability to anticipate the next steps needed and execute independently;
- Success leading strategic initiatives, establishing priorities, and achieving organizational goals.
- Ability to build and maintain effective partnerships with faculty, university administration, and other constituent groups while applying ethical decision-making and strategic judgment.
- Demonstrated capacity to navigate complex or high-pressure situations with tact, diplomacy, sound judgment, and appropriate discretion when handling sensitive and confidential information.
- Background supervising, mentoring, and developing staff while effectively leading individuals and teams.
- Track record of effectively communicating complex information and fostering productive relationships with faculty, university administration, and other stakeholders through strong written, verbal, interpersonal, and presentation skills.
