JOB DESCRIPTION
Objective
This position is responsible for:
  1. protection of company financial assets from theft, misuse, or diversion;
  2. ensuring integrity of the company financial, tax and statutory records at the division level and on a consolidated corporate level;
  3. operation of the accounting, treasury and finance functions;
  4. management of the annual financial audits and periodic bank and insurance audits;
  5. preparation and maintenance of contract and overhead budgets;
  6. management oversight of the company health & welfare and retirement plans including annual audits and compliance reporting;
  7. administration of the contract management funding reporting systems;
  8. administration of the tax function for income and franchise taxes, gross receipts taxes, sales & use taxes, and other tax compliance matters;
  9. administration of the business (liability and property) insurance program;
  10. support of President in managing lender and bank relations; and
  11. support of business development activities and the President’s initiatives.
COMPETENCIES
  1. Three to Five Years of Experience in a Government Contracting Environment as a Controller, VP Finance or other executive level position with financial planning and management responsibilities.
  2. Working knowledge of Federal Acquisition Regulations
  3. Experience with managing an integrated Enterprise Resource Programs similar to WinTeam including Deltek, Microsoft Dynamics, SAGE or comparable products. Have to understand how modules integrate and how to maintain the WinTeam system which is a proprietary software program for service industry.
  4. Quantitatively Oriented towards Problem Identification and Solving.
  5. Ability to manage large amount of data, maintain well-organized record files, and ability to develop and enforce rule sets for managing data
  6. Detail Focused with Ability to Build Checks and Balances for Control of Data
  7. Ethical Conduct and Able to Deal with Conflicting Points of View and Interests
  8. Communication Proficiency in Writing and Speaking Skills
  9. Customer/Client Service Focus with both Internal and External Customers
  10. Ability to learn, modify and change Processes and Procedures to adapt to changing operational and regulatory needs

Supervisory responsibilities
Oversees the accounting staff, payroll support services, and the IT support function.
Acts as a mentor and advisor to other Executives and corporate staff on matters listed above.
Work Environment

This position will be primarily based at the SC Headquarters Office. Expect limited amount of travel to the Alexandria, VA office and annual industry conferences.
Will work mostly independent of the President. Authority to sign contracts and other agreement will be delineated by the President.
The CFO serves as a resource center for Operations, contract managers, Human Resources, Payroll Administrator, and President. This position is to be available by phone within two hours during regular business hours and to respond within twelve hours during non-business hours to matters arising from Human Resources, Operations, and contract managers.
The function of this position requires responsive and friendly customer service skills accompanied with professionalism and patience. Many of the customers are not conversant in the matters and will require a practical orientation and base level training that may require extra time.
This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Use of Microsoft Office at an intermediate level is a requisite for this position.
Ability to manage the basic and intermediate function of WinTeam ERP is essential requirement for this position. Comparable experience in Deltek, Microsoft Dynamics or other system will serve as initial qualification for WinTeam supplemented by the online training offered by Team Software.
Must be proficient in the English language and demonstrate advanced writing skills .

  1. Frequently is required to sit at a desk, answer phone calls and operate a computer for up to 8 or more hours per day with reasonable breaks.
  2. Able to perform manual filing of records and able to move files weighing ten pounds or less.
  3. Must be able to articulate events, clearly and concisely in written form.
Position Type/Expected Hours of Work
  1. This is a Full-Time position providing support to clients in other time zones. The CFO is expected to be available from at least 8 am EST to 5 pm EST for client service and available to other reasonable times for internal matters. The position does provide for flexibility in scheduling other hours as workloads demand.
  2. The position may require availability on nights, weekends and holidays for projects.

Required Education And Experience
  1. Bachelor Degree in Accounting or Business Administration or extensive work history at the Controller or higher level.
  2. Conversant in Generally Accepted Accounting Principles, Federal Acquisition Regulations, Service Contract Act, basic wage and hour laws, and insurance principals.
  3. Demonstrated knowledge in the application of accounting practices, policies and controls in the CFO role.
  4. Must be able to read, write, understand, and speak the English language in a professional clear and concise manner.
  5. Experience with accounting packages similar WinTeam including Deltek, Microsoft Dynamics, SAGE or comparable products. QuickBooks experience is not sufficient.
Preferred Education and Experience
  1. Master Degree in Business or Accounting.
  2. Eight or more years of experience in a broad expanse of contractual, finance, accounting and treasury activities with a government contractor with at least six of those years in a supervisory capacity.
  3. Experience in the T&M or FFP contract environment.
