Grants Writer/Manager - Position Summary

Rural Health Group, Inc., a thriving FQHC/Community Health Center serving multiple counties in northeastern North Carolina, is seeking an experienced Grants Writer/Manger to support the mission and vision of the group. This full-time position will be based in Roanoke Rapids, NC. RHG is a well-established, primary healthcare practice group that started over 40 years ago. Our 350+ employees provide excellent quality health care to our communities. The Grant Writer & Grants Manager is responsible for identifying, developing, submitting, and managing grant opportunities that support the mission, strategic priorities, programs, and sustainability of Rural Health Group, Inc. This position manages the full grant life cycle, from prospect research and proposal development through award administration, reporting, compliance, and closeout.
 

The Grant Writer & Grants Manager will develop compelling, data-driven proposals for federal, state, local, foundation, corporate, and other funding opportunities, with particular emphasis on funding opportunities relevant to Federally Qualified Health Centers, primary care, behavioral health, oral health, health equity, workforce development, community health, social determinants of health, and access to care.

The position works collaboratively with executive leadership, finance, clinical and operational departments, program managers, quality/compliance staff, and external partners to ensure grant proposals and awarded projects are well planned, appropriately budgeted, compliant with funder requirements, and successfully implemented.

Essential Duties and Responsibilities

Grant Research & Prospect Development

• Research and identify federal, state, local, foundation, corporate, and other grant opportunities aligned with the FQHC's mission and strategic priorities.
• Monitor funding sources and grant calendars, including opportunities from HRSA, SAMHSA, CDC, state agencies, local governments, foundations, and corporate/community funders.
• Maintain a comprehensive grant opportunity pipeline and funding calendar.
• Evaluate funding opportunities for eligibility, alignment, competitiveness, funding amount, deadlines, reporting requirements, and organizational capacity.
• Develop and maintain relationships with prospective funders when appropriate.
• Track organizational funding trends and identify opportunities for diversified revenue.

Grant Writing & Proposal Development

• Lead the development of high-quality grant proposals, letters of intent, concept papers, applications, and renewal requests.
• Translate organizational needs, programs, outcomes, and community impact into compelling funding narratives.
• Coordinate proposal development across departments and ensure timely receipt of required information and attachments.
• Develop project descriptions, needs statements, goals, objectives, work plans, evaluation plans, sustainability plans, and organizational capacity statements.
• Collect and incorporate relevant community health, patient, demographic, clinical, quality, and program data.
• Develop grant budgets and budget narratives in collaboration with Finance and program leadership.
• Ensure proposals comply with funder guidelines, formatting requirements, page limits, submission requirements, and deadlines.
• Maintain a library of organizational narratives, statistics, program descriptions, boilerplate language, and supporting documentation to streamline proposal development.
• Coordinate final review and approval processes prior to submission.
• Maintain accurate records of submitted proposals, funder correspondence, award decisions, and application materials.

Grant Management & Compliance

• Manage the post-award life cycle of grants from award notification through closeout.
• Maintain a master grant tracking system containing award amounts, project periods, deliverables, reporting deadlines, budgets, restrictions, and compliance requirements.
• Work with program and finance teams to monitor grant expenditures against approved budgets.
• Coordinate financial and programmatic reporting requirements.
• Prepare and submit timely interim, annual, renewal, and final grant reports.
• Monitor grant deliverables, performance measures, milestones, and required documentation.
• Identify potential compliance issues, budget variances, reporting concerns, or risks and escalate them appropriately.
• Coordinate grant amendments, budget revisions, no-cost extensions, and other funder requests as needed.
• Ensure grant files are complete, organized, and audit-ready.
• Support internal and external grant audits and monitoring activities.
• Assist departments in understanding and complying with grant-specific requirements.

FQHC & Program Support

• Develop a strong working knowledge of FQHC operations, HRSA requirements, UDS reporting concepts, quality improvement initiatives, and community health needs.
• Collaborate with clinical and operational leaders to develop fundable projects that support patient access, quality, health outcomes, health equity, and community impact.
• Support grant opportunities related to primary care, behavioral health, dental services, enabling services, care management, workforce development, technology, capital needs, and other FQHC priorities.
• Coordinate with Quality, Compliance, Finance, and Operations to ensure grant-funded activities are consistent with organizational policies and applicable requirements.
• Support the development of community needs assessments, program outcomes, and impact data used in grant applications and reports.

Relationship Management

• Serve as a primary point of contact for assigned funders.
• Develop professional relationships with foundation, corporate, governmental, and community funding partners.
• Coordinate site visits, funder meetings, presentations, and grant-related communications.
• Provide leadership with regular updates regarding funding opportunities, application status, awards, risks, and upcoming deadlines.
• Work with program leaders to ensure funded activities remain aligned with approved proposals and funder expectations.

Required Qualifications

• Bachelor's degree in English, Communications, Public Health, Nonprofit Management, Business Administration, Healthcare Administration, or a related field.
• 3-5 years of professional grant writing and/or grant management experience, preferably in healthcare, public health, nonprofit, or community-based organizations.
• Demonstrated experience writing successful grant proposals.
• Experience managing multiple grants, deadlines, and reporting requirements simultaneously.
• Strong understanding of grant budgets, budget narratives, and financial reporting.
• Excellent written, verbal, organizational, and project-management skills.
• Strong attention to detail and ability to interpret complex funding requirements.
• Proficiency with Microsoft Office, Google Workspace, grant-management systems, and related technology.

Preferred Qualifications

• Experience working for an FQHC, community health center, nonprofit healthcare organization, public health agency, or similar organization.
• Experience with HRSA grant programs and other federal funding opportunities.
• Familiarity with federal grant administration and applicable federal grant requirements.
• Experience with SAMHSA, CDC, state health department, county/local government, or other healthcare-related funding sources.
• Knowledge of FQHC operations, UDS measures, quality improvement, health equity, and social determinants of health.
• Certified Grant Writer, Grant Professional Certified (GPC), or comparable credential.
• Experience with grants management software or CRM systems.

Work Environment

This position is primarily performed in an office/administrative environment and may allow for hybrid or remote work based on organizational policy. Occasional travel may be required for conferences, funder meetings, community events, or organizational activities.
