Job Summaryย 
The Capital Improvements Managerย  supports the Associate Director of Facilities with maintaining high-quality, well-maintained properties throughout CCH. The CI ensures that ongoing initiatives and maintenance projects are tracked and managed efficiently and cost-effectively, providing transparency throughout. Provides the best possible service to all stakeholders in a way that maximizes profits and meets annual budget projections. ย 
Key Responsibilitiesย 

  • Contribute to caring and positive working and living environments for all employees and residentsย 

  • Develop, manage, and maintain the Facilities Department's capital improvement project tracking system, ensuring accurate and up-to-date project information, providing reporting to executive leadership, Board members, and applicable stakeholders, as necessary.ย 

  • Develop initial project scopes and Request for Proposal (RFP), schedules, cost estimates, budgets, funding plans, and implementation strategies.ย 

  • Review Property Condition Needs Assessments (PCNAโ€™s) and recommend projects accordinglyย 

  • Ensure projects comply with applicable building codes, environmental requirements, permitting requirements, safety standards, and federal, state, and local regulations.ย 

  • Manage capital improvement projects from initial planning and design through procurement, construction, inspection, acceptance, and project closeout.ย 

  • Monitor project budgets, expenditures, schedules, milestones, contracts, deliverables, and overall performance.ย 

  • Coordinate competitive bidding, contractor selection, contract negotiations, and related procurement activities, as required.ย 

  • Manage engineers, contractors, consultants, vendors, and other project partners to ensure successful project delivery.ย 

  • Collaborate with Asset Management, Property Management, Finance, and other departments regarding capital funding, project expenditures, asset conditions, project priorities in alignment with organizational goals.ย 

  • Monitor construction activities through periodic site visits and inspections; identify issues, conflicts, delays, and deficiencies, and coordinate appropriate corrective actionsย 

  • Assess incoming incident and maintenance reports to determine the appropriate course of action, including whether a matter requires capital improvement, major repair, or other intervention.ย 

  • Evaluate completed projects and identify opportunities to improve capital planning, project delivery, asset performance, and operational processes.ย 

  • Other related duties as assigned.ย 

Reporting + Organizational Relationshipsย 
This position will report directly to the Associate Director of Facilities and does not have supervisory responsibilities.ย 
Compensation & Classificationย 
CCH is committed to paying competitive wages. The salary range for this position is $94,650- $132,532 annualized. Based on CCHโ€™s compensation philosophy, most new hires come in at the minimum salary range. CCH has a competitive benefits package with health, dental, vision, and life insurance, 8% of an employer contribution for retirement, and more. This is a full-time, exempt position. This position is based at CCH Central Office located at 1855 Olympic Blvd, Walnut Creek, CA 94596.ย

Qualifications and Requirementsย 

  • 5 yearsโ€™ experience working in construction project management or multi-family housing development project management; OR an equivalent combination of education and experienceย 

  • Proficiency in reading and interpreting construction documents engineering plans, blueprints, schematics, specifications, and contracts requiredย 

  • Knowledge of Project management methodologies and practices.ย 

  • Experience in construction processes (required), and understanding of contracts, plans, specifications, and cost estimates.ย 

  • Track record of managing multiple complex projects simultaneously.ย 

  • Ability to negotiate effectively with contractors, consultants, vendors, and stakeholders.ย 

  • Ability to establish priorities and meet deadlines in a highly organized manner.ย 

  • Exercise sound judgment and make decisions involving significant financial and operational considerations.ย 

  • Affordable housing funding knowledge, preferredย 

  • Budget development and financial management, preferredย 

  • A valid driver license, reliable personal vehicle, personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies are essential job requirements.ย
