The Department of Human Resources Development State Recruiting Office will refer all inquiries regarding this civil service recruitment to the DOT Personnel Office. Duties Summary The primary purpose of this position is to serve as the Airport Services Manager for the immediate operations during an assigned shift by coordinating activities of more than 20 in-house and contract services at the Daniel K. Inouye International Airport, Dillingham Airfield, Kalaeloa Airport and other State airports on the island of Oahu.

The Airport Services Manager is responsible for ensuring the provision of safe and continuous 24/7 airport services and activities in compliance with various federal, state and county laws, rules, regulations and program policies, procedures and standard. While on duty, this position is the manager in charge of immediate operational crisis response. The position directs and controls operational security, maintenance, custodial, ramp control, intra-terminal transportation, ground transportation, airport medical, general aviation, air cargo, airline, airport tenants, users and airport retail services functions; makes immediate, time sensitive decisions and take immediate action in highly critical operational, life and safety and customer service issues while effectively communicating with emergency response teams and upper management; time permitting, develops and executes complex operational plans with government agencies, tenant, users, contractors, media and emergency response units; initiates, investigates and recommends operational improvements related to operations, maintenance, customer service and labor relations.

Minimum Qualification Requirements To qualify, applicants must meet ALL of the following requirements: Basic Education: Graduation from an accredited four (4) year college or university with a bachelor's degree. Specialized Experience: Four and one-half (4-1/2) years of professional experience which included responsibility for the operation and/or maintenance of an air transportation facility or program in servicing regularly scheduled commercial/military aircraft and facilities for aircraft maintenance, air freight accommodation, passenger accommodation, commercial tenants, etc. The work must have involved overseeing and coordinating various airport, aviation, and/or air transportation activities required for the provision of services; and dealing with the public.

The work also must have demonstrated knowledge and understanding of federal, State and county laws, rules and regulations pertaining to aviation operations and facility maintenance, and aviation security and safety practices. Supervisory Aptitude: Applicants must possess supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.

Driver's License: A valid driver's license is required at the time of appointment. Security Identification Display Area (SIDA) Clearance - Federal Criminal History Records Check: In accordance with Federal regulations, persons who are being considered for employment in positions which require unescorted access to secured areas at the airport must undergo a pre-employment fingerprint-based criminal history record check. In order to be granted the SIDA clearance, prospective employees must not have been convicted, or found "not guilty by reason of insanity," of a disqualifying criminal offense within ten years from the date of the application.

Upon recommendation for hire, prospective employees will be required to successfully undergo the fingerprint-based criminal history record check and be found free of disqualifying convictions during the preceding ten years.
