Job Title: Regional Operations Manager – Hawaii

Department: Operations

Reports To: Director of Operations

FLSA Status: Exempt

Position Summary

The Regional Operations Manager – Hawaii is responsible for providing strategic leadership, operational oversight, and financial accountability for U.S. Aviation Services' airport operations throughout the State of Hawaii, including Honolulu (HNL), Lihue (LIH), Kahului (OGG), Kona (KOA), and Hilo (ITO).

This position oversees multiple aviation service lines, including aircraft interior cabin cleaning, airport janitorial services, and cargo operations, ensuring each station consistently delivers safe, compliant, and high-quality service while exceeding customer expectations.

The Regional Operations Manager partners closely with Station Managers and local leadership teams to drive operational excellence, workforce engagement, regulatory compliance, customer satisfaction, and financial performance across all Hawaii operations. This leader serves as the primary operational liaison between field operations and executive leadership while fostering a culture centered around safety, accountability, continuous improvement, and exceptional service delivery.

Due to the geographic nature of the Hawaii market, this position requires frequent travel between islands and the ability to respond quickly to operational challenges, customer needs, weather events, and irregular operations.

Essential Duties and Responsibilities

Operational Leadership

  • Provide direct operational oversight for all Hawaii airport locations, including HNL, LIH, OGG, KOA, and ITO.
  • Lead Station Managers and local leadership teams to ensure operational consistency across all assigned locations.
  • Ensure execution of company operating standards, customer requirements, contractual obligations, and service level expectations.
  • Oversee multiple aviation service lines including:
    • Aircraft Interior Cabin Cleaning
    • Airport Janitorial Services
    • Cargo Operations
  • Conduct routine station visits and operational audits to evaluate:
    • Service quality
    • Staffing levels
    • Operational readiness
    • Equipment condition
    • Safety compliance
    • Customer satisfaction
  • Identify operational risks and develop corrective action plans that improve efficiency and service delivery.
  • Support new business startups, contract expansions, staffing initiatives, and operational transitions.
  • Serve as the senior operational leader during irregular operations, severe weather events, staffing shortages, and emergency situations.

Customer Relations

  • Build and maintain strong partnerships with airline customers, cargo partners, airport authorities, and government agencies.
  • Conduct regular business reviews with customers to evaluate performance metrics and operational initiatives.
  • Resolve customer concerns quickly while ensuring long-term corrective actions are implemented.
  • Partner with station leadership to improve customer satisfaction scores and service quality.
  • Represent U.S. Aviation Services during audits, inspections, customer meetings, and operational reviews.
  • Identify opportunities to expand services and strengthen customer relationships throughout the Hawaii region.

Safety, Security & Regulatory Compliance

  • Ensure compliance with all applicable regulations, including:
    • FAA
    • TSA
    • OSHA
    • DOT
    • CBP (where applicable)
    • Airport Authority requirements
  • Ensure all stations maintain compliance with customer-specific operating procedures and contractual standards.
  • Promote a proactive safety culture focused on hazard identification, injury prevention, and regulatory compliance.
  • Participate in incident investigations and oversee implementation of corrective actions.
  • Ensure timely reporting of workplace injuries, vehicle accidents, security incidents, equipment damage, and operational events.
  • Monitor station audit performance and develop action plans to address deficiencies.

Leadership & Talent Development

  • Recruit, develop, coach, and mentor Station Managers and operational leaders.
  • Build leadership succession plans across all Hawaii locations.
  • Conduct routine performance reviews and leadership coaching sessions.
  • Ensure leaders consistently apply company policies, progressive discipline, and performance management practices.
  • Partner closely with Human Resources on:
    • Employee relations
    • Investigations
    • Workforce planning
    • Recruiting
    • Retention initiatives
  • Foster a culture built on accountability, communication, teamwork, and employee engagement.

Financial Management

  • Manage regional operating budgets and financial performance for all Hawaii operations.
  • Monitor labor productivity, overtime, staffing levels, and operational efficiencies.
  • Review station financial performance and implement strategies to improve profitability.
  • Ensure proper utilization of equipment, vehicles, and operational assets.
  • Support contract renewals, pricing initiatives, and operational budgeting.
  • Drive accountability for achieving labor, operational, safety, and financial goals.

Quality Assurance & Continuous Improvement

  • Monitor operational KPIs and customer performance metrics.
  • Conduct operational audits to ensure compliance with company standards.
  • Lead continuous improvement initiatives that improve efficiency, service quality, and customer satisfaction.
  • Develop standardized best practices across all Hawaii operations.
  • Share operational successes and lessons learned between stations.

Travel Requirements

  • Extensive travel throughout the Hawaiian Islands is required.
  • Regular inter-island travel between HNL, LIH, OGG, KOA, and ITO.
  • Occasional mainland travel for leadership meetings, customer engagements, and corporate initiatives.
  • Travel requirements may exceed 70% depending on business needs.

Qualifications

Experience

  • Minimum of 5 years of progressive aviation operations leadership experience.
  • Minimum of 3 years managing multiple airport locations or large-scale aviation operations.
  • Demonstrated experience leading aircraft cabin cleaning, janitorial, cargo, or airport support service operations.
  • Experience managing large workforces in a 24/7 operational environment.
  • Proven success leading geographically dispersed teams.
  • Experience managing airline customer relationships and contract performance.
  • Previous P&L responsibility preferred.

Knowledge, Skills & Abilities

  • Strong understanding of FAA, TSA, OSHA, DOT, and airport authority regulations.
  • Thorough knowledge of airline ground operations and airport service environments.
  • Strong understanding of aircraft interior cleaning procedures and airline operational standards.
  • Knowledge of cargo operations and warehouse safety preferred.
  • Excellent leadership, communication, coaching, and conflict resolution skills.
  • Ability to analyze operational data and implement strategic improvements.
  • Strong financial acumen with experience managing budgets and labor costs.
