Job Description:

Title: Community Workforce Connector
Classification: Non-Exempt
Salary: $52,000/year
Scope of Position
Support designated community agencies in the Philadelphia area in delivering workforce services within their communities. Partners may include and are not limited to Office of Homeless Services, Community College of Philadelphia, Bureau of Correction Offices, mobile units, Recovery Centers, and local libraries.
Attend job fairs and community events to promote and educate the public on workforce services
Provide basic career services, WIOA intensive case management services, and job matching services to a targeted caseload of jobseekers within the assigned community.
Implement quality instructional practices when offering workshops at partner locations
Independently communicate and build strong relationships with designated community partners
Track all activities provided in the system of record, CWDS, and maintain data in other assigned platforms such as Sharepoint
Be available to leadership and colleagues during work hours
Essential Functions
Develop rapport and connect community job seekers to opportunities through presence on-site as well as through virtual engagement by phone/text/video meetings.
Assess each individual's needs to determine if basic services or WIOA intensive services are most appropriate.
Determine eligibility, complete enrollment and provide WIOA intensive services, including and not limited to vocational training enrollments, On-The-Job Training referrals, and supportive services.
When offering services at a site on a limited basis, coordinate referrals to a center of choice for WIOA registration and services.
Maintain an organized database of all customers; keep detailed documentation of all contacts
Conduct outreach to individuals who sign up for services and who already received services. Document all outreach efforts, service provided, and outcomes.
Encourage use of virtual services such as workshops and PHL Career Portal.
Provide technical support for individuals who need support creating accounts on PA CareerLink's website and/or PHL Career Portal.
Attend job fairs and community events as a PA CareerLink representative
Work during occasional non-traditional hours such as events and weekends to meet community event needs
Implement and facilitate educational workshops and create and maintain an environment that promotes opportunities for quality interaction and learning through:

Establishing clear expectations and encouraging client accountability
Implementing a structure and plan consistent with prescribed curriculum goals
Maintaining an awareness of differences in individual learning styles and strengths
Vary methods of instruction to encourage attention and interest
Utilize materials and activities to respond to differences in learning styles and facilitate active learning
Demonstrate an awareness and commitment to the balance of individual and group needs
Successfully collaborate with partners on-site for transparency in information and data sharing.
Responsible for data tracking of every service provided and utilization of the state system of record, CWDS, as well as the team-wide reporting platform. Data capture is a daily responsibility.
Implement project management skills, tools, and methods
Demonstrate fluid approach to work and actively be part of continuous improvement

Education and Experience Requirements
Ability to prioritize tasks, document visits and contacts
Able to work independently
Able to maintain clear communication with leadership
Demonstrated telephone, computer and written communication skills
Demonstrate positive, professional, and pro-social interactions with clients, staff and community representatives
Use language reflective of a commitment to diversity; demonstrate cultural competence
Ability to maintain flexibility as needs of contract or contractor requirements change
Knowledge of Microsoft Office applications
Bachelor's Degree in social work, education, or related area is preferred
1-2 years of experience in providing career development assistance
Must have notable experience in a team oriented environment
Must be comfortable with travel to all areas of Philadelphia and have access to reliable transportation
