Job Description:

Provides direction and management for a Foreign Military Sales (FMS) Counter Unmanned Aerial Systems (C-UAS) Contract with a growth path to a larger related portfolio, with potentially FMS and Direct Foreign Commercial Sales (DCS) programs. The FMS contract holderis located in Huntsville, AL, where this role will be located. This position also requires travel to the Middle East.

This role includes the full duties of program management, including program initiation through completion on schedule and within or below budget in accordance with contractual obligations. This role is also responsible for creating and maintaining a relationship with the FMS contract holder, the sponsoring country, and other involved government entities. This role also includes participation and development of growth objectives with like opportunities in partnership with the Business Development organization.

The Program Director (PD) will define program goals and devise methods to accomplish them; developing in-depth knowledge of client objectives, contract terms, and corporate policies. The PD will manage the project execution and coordinate the activities of the various functions supporting the effort, as well as oversee the activities of partners, teammates, or subcontractors as required. The PD will be responsible for establishing and maintaining customer relationships to ensure the Parsons team is regarded as a collaborative partner in meeting the customer's goals. The PD will foster collaboration between internal peers on other programs by identifying opportunities for additional work scope delivered by other teams at Parsons. Lastly, the PD will adapt execution strategy to evolving customer priorities while ensuring that the overall program remains within budget and schedule.

What You'll Be Doing:

  • Management for a large-scale Foreign Military Sales (FMS) Counter Unmanned Aerial Systems (C-UAS) Contract

  • Establish and maintain savvy business relationships and act as the company representative to customer and subcontractor peers

  • Capture customer requirements and clearly flow-down customer goals to the team

  • Lead the detailed planning and program start-up

  • Manage the execution of planned work through all project lifecycle phases with responsibilities including:

    • Ensuring project/product requirements are clearly defined at the outset of the effort

    • Ensuring project technical, financial, and schedule goals are met

    • Promoting technical and commercial excellence on the project through application of Quality Assurance processes

    • Tracking potential issues/risks and executing relevant mitigation plans

    • Steering the team through reacting and resolving unexpected roadblocks

    • Tracking program progress using clear, measurable metrics including Earned Value Management (EVM) metrics

    • Provide regular executive briefings to the customer and internal leadership on execution efforts including progress metrics and recommended resolutions or mitigation plans for any issues

  • Effectively collaborate with functional and technical organizations within Parsons to plan, staff, and execute the planned work scope

  • Identify opportunities with current and additional customers for additional work scope for both the CUAS team and the larger Parsons organization

  • Support new business pursuit, capture, and proposal efforts and other marketing activities as required

What Required Skills You'll Bring:

  • Bachelor's Degree in a related technical/business field

  • 20+ years related work experience to include 5+ years' with both FMS and DCS including ITAR/EAR/OFACconsiderations and direct leadership experience

  • US Citizenship with the ability to obtain and maintain a Security Clearance (candidates with a Secret Clearance are preferred)

  • Experience partnering cross-functionally withbusiness development, capture, operations, legal, contracts, and compliance teamsto deliver programs

  • Experience leading international programs

  • Experience related to C-UAS, Command & Control, Radar or hardware and software solutions, as well as international program execution

  • Ability to work across time zones and to travel to the Middle East

  • Previous project management experience on similar or related projects

  • Experience leading complex projects for US Government Customers

  • Experience preparing and presenting program for large, complex projects including WBS generation, cost-estimating, and EVM practices

  • Ability to work in a dynamic, fast-paced environment where rapid results save lives

  • Experience working in high visibility roles
