Location: Portland, OR (Partial Remote)
Role Overview
An experienced Project Manager is sought to support large-scale capital projects within gas storage operations. This individual will lead the planning, design, execution, and delivery of complex infrastructure and facility expansion projects. The role requires a background in natural gas storage, oil & gas infrastructure, pipeline or facility construction, engineering, and project management to drive projects from concept through commissioning.
Key Responsibilities
  • Lead the full lifecycle delivery of assigned capital projects from initiation through closeout.
  • Manage project scope, schedule, budget, quality, resources, risks, and communications.
  • Coordinate and oversee internal engineering teams, external consulting engineers, construction contractors, and vendors.
  • Manage construction activities from conceptual design through startup and commissioning.
  • Ensure compliance with applicable codes, standards, and permitting requirements.
  • Develop and maintain project budgets, forecasts, and cash flow analyses.
  • Support procurement activities including the development of RFPs and scope documents.
  • Lead project risk identification, mitigation planning, and issue resolution.
  • Present project updates to executive sponsors, steering committees, and key stakeholders.
  • Conduct regular site visits to monitor project progress and support field teams.
Required Qualifications
  • Minimum 5+ years of Project Management experience leading capital infrastructure, energy, utility, oil & gas, gas storage, pipeline, or industrial construction projects.
  • Background in Construction Management, including oversight of engineering firms, contractors, vendors, and field construction activities.
  • Working knowledge of civil and/or mechanical engineering principles as they relate to energy or utility infrastructure projects.
  • Demonstrated experience developing and managing project budgets, schedules, risk mitigation strategies, and contractor relationships.
  • Proficiency with Microsoft Office Suite, Microsoft Project, and project portfolio management tools.
  • Ability to travel to a facility in Clatskanie, OR on a weekly basis.
  • Must reside in or be willing to relocate to the Portland, OR or Vancouver, WA area.
  • Authorized to work in the United States.
Preferred Qualifications
  • Experience with underground natural gas storage facilities or gas transmission/distribution systems.
  • PMP (Project Management Professional) certification.
  • Experience managing large capital projects ($1M+).
  • Familiarity with utility industry regulations, permitting, and compliance requirements.
  • Experience overseeing EPC, engineering consulting, and construction contractor relationships.
Education
A Bachelor's Degree in Mechanical Engineering, Civil Engineering, Construction Management, Engineering Technology, or Project Management is preferred. Equivalent combinations of education and relevant industry experience will also be considered.
