Job Summary

The Sr. Mgr Value and Resource Mgmt's main focus is the establishment and implementation of best practices of Portfolio Operations, Strategic Investment, and Funding and Governance best practices for the Digital Technology organization. This role coaches Value Management Office (VMO) stakeholders, leadership across business and technology on LPM, and identifies how to leverage key principles of Lean Portfolio Management (LPM) to solve real problems facing delivery teams, business teams, or their processes. Operates as a subject matter expert sought by the Enterprise to tackle complex initiatives. 

Essential Functions
  • Identify key Portfolio-level business and engineering Objectives and Key Results (OKRs), ensuring alignment across cross-functional teams and mentoring team leads in goal-setting practices
  • Initiate and progress LPM practices in the Digital Technology (DT) portfolio, leveraging experience and proven practices while coaching team members on Lean principles and agile mindset
  • Support Director/Sr. Director of LPM in the strategic management of Value Management demand and roadmap, including oversight of team capacity planning and performance tracking
  • Partner with the Digital Product Management (DPM) team for Portfolio Roadmap and EPIC OKR adoption, leading collaborative workshops and fostering a culture of accountability across value stream owners
  • Implement Portfolio KANBAN from ideation to execution for Portfolio-level demand, while managing team throughput and facilitating continuous improvement sessions
  • Aid in identifying the VMO team and train best practices across DT Portfolios, including onboarding, skill development, and succession planning for key roles
  • Serve as process engineer in influencing AMTRAK toward an LPM lean governance approach that aligns with regulatory acceptance, while leading change management efforts and stakeholder engagement across business units
  • Lead and develop a high-performing team of LPM practitioners, providing regular feedback, career development guidance, and fostering an inclusive, growth-oriented environment
Minimum Qualifications
  • Bachelor's degree required OR equivalent combination of training, education, and relevant work experience maybe considered in lieu of a degree.
  • 9-12 years' experience implementing lean practices
  • 5-9 years Lean Portfolio Management
  • SAFE 6.0 LPM Certified
  • 5 years of servant leadership experience in a Program Management role
Preferred Qualifications
  • SAFE 6.0 Program Consultant EBAS Certified Agility Health Radar experience MBA preferred
  • Experience leading a transformation effort leveraging Lean Portfolio Management
  • Experience transforming from a traditional PMO to VMO
  • Experience developing and governing a Human Capital Plan tied to a 5-year strategy and 5-year resource strategy

The salary/hourly range is $149,400.00 - $193,644.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
