Job Summary:
Los Alamos National Laboratory is a multidisciplinary research institution engaged in strategic science on behalf of national security. They are seeking a Program Manager to lead Global Security Unclassified and Classified Computing Programs, providing technical leadership and managing complex projects to support national security objectives.
Responsibilities:
• Provide overall program direction and leadership, maintaining high-level cognizance of all GS computing activities spanning all utilized networks.
• Team with key technical and nontechnical stakeholders to ensure proper execution, delivery, and quality of work within rigid cost, scope, and schedule constraints.
• Work with LANL program managers, senior project leaders, line managers, and subject matter experts to help coordinate multi-agency work to support coordinated LANL goals and objectives.
• Implement and oversee rigorous program management; track, forecast, and report progress on a routine basis; and use project controls to identify and mitigate program risk related to cost, scope, and schedule.
• Develop, track, actively manage, and report program level risks to leadership stakeholders on a routine basis.
• Partner with line management to identify, forecast, and commit project staffing, facilities, and other resources as needed.
• Effectively identify, manage, and mitigate risk related to the complex security envelope inherent to GS computing programs.
• Navigate evolving security policies and processes in close collaboration with the LANL Chief Information Office (CIO) and other key stakeholders internal and external to Los Alamos.
• Support GS computing infrastructure, including compute, storage, container and virtualization services, applications, license management, Help Desk, testbed development at Unclassified level and migration to Classified level, while supporting similar capabilities on multiple classified networks.
• Coordinate with facility operations, program management and line management to identify needs, issues, and solutions.
• Support R&D initiatives to meet increasing and evolving advanced computing capability needs.
• Lead the architecture and design of end-to-end special applications and systems in support of experimental systems and mission-driven needs.
• Actively maintain subcontracts and procurements in collaboration with others.
• Foster a mutually respectful work environment; establish transparency and collaboration as a foundation for success; encourage and support continuous learning; and approach failure as a learning tool.
Qualifications:
Required:
• Substantial project leadership experience on complex projects with rigid deadlines, which involved overseeing multidisciplinary teams.
• Proven success as a project leader, principal investigator, or task leader on projects with defined cost, scope, and schedule.
• Experience contributing to institutional planning and improvement activities, including strategic planning, workforce/capability development, internal investments, and infrastructure investments.
• Substantial experience implementing and using project management tools and techniques on large, complex projects.
• Proficiency with complex computing programs, environments, and architectures.
• Experience managing computing environments at a large R&D scale.
• Proficiency in managing aspects of complex heterogenous computing environments including: Configuration Management, Platform Engineering, Storage Engineering, Security Infrastructure, Application Development, Continuous Monitoring, Networking, Compute and Data Center Design, Commercial Licensing and Software Support.
• Familiarity with risk management frameworks and LANL's approach to cybersecurity in order to effectively manage the complex security envelope inherent to GS computing.
• Expertise in or ability to learn LANL budgeting and acquisitions systems.
• Experience with many different funding types and associated policies and processes.
• Exceptionally strong verbal and written communication skills with colleagues and stakeholders at all levels.
• Consultative experience in developing and nurturing effective high-level internal and/or external customer relationships.
• Strong interpersonal skills relative to teaming, conflict resolution, and creative problem solving, including the ability to lead and influence within the context of internal and external collaborations.
• Active Q-clearance or the ability to obtain a DOE-Q Clearance is required.
• Position requires a bachelor's degree in a science or engineering related field from an accredited institution and 12 years directly related experience, or an equivalent combination of education and experience directly related to the occupation.
• At this level, an advanced degree is typically expected.
Preferred:
• Active SCI-clearance or the ability to acquire.
• Experience with Global Security programs and their associated operations models; or similar programmatic experience external to Los Alamos.
• Experience with LANL-specific security requirements at various classification levels, and their implementation and enforcement across networks; or similar experience at a different institution.
• Strong track record of working with LANL CIO and Network Infrastructure (ICE) organizations.
• Proven record of accomplishment in developing junior personnel into domain experts, and for growth of team members into mid-career and senior leadership roles in science, engineering, and technology.
• Substantial project leadership experience involving significant computing-related deliverables.
• Substantial experience with space-based and remote-sensing instrumentation systems.
• Experience interacting directly with LANL sponsors and GS mission stakeholders.
• Knowledge and experience in implementation of Human Performance Improvement and SCoR principles.
