Essential Job Duties
The Business Officer serves as the department's lead administrator, managing financial, human resources, and business operations that support the department's mission and strategic goals. Reporting directly to the Department Head, this position serves as a trusted advisor on budget planning, resource management, personnel administration, and operational effectiveness while ensuring compliance with university, state, and federal policies. In this role you will work independently with a high degree of accuracy and partner closely with faculty, staff, college leadership, and central administrative offices to support departmental success.


Key Responsibilities fall within the following four functional areas.


Financial Management


  • Manage departmental budgets and financial resources across multiple funding sources, including state, trust, gift, appropriated receipt, ETF, and indirect cost recovery funds.
  • Develop spending plans, monitor financial activity, perform reconciliations, and provide budget forecasts and variance analyses.
  • Advise department leadership and faculty on financial planning, resource allocation, and account management.
  • Serve as the department's primary liaison for procurement and financial transactions, ensuring compliance with university policies and procedures.
  • Coordinate with college and research administration partners on activities impacting both sponsored and non-sponsored funding sources.

Human Resources Administration


  • Serve as the department's primary HR contact for faculty, staff, postdoctoral scholars, graduate assistants, temporary employees, and student workers.
  • Coordinate recruitment, hiring, position management, compensation actions, employee changes, and separations.
  • Provide guidance and oversight for HR processes and support staff responsible for personnel transactions.
  • Interpret and apply university, college, state, and federal human resources policies and procedures.

Business Operations


  • Develop, implement, and maintain departmental business processes, procedures, and operational guidelines.
  • Support faculty and staff by providing guidance on business services and administrative processes.
  • Coordinate employee onboarding and offboarding activities, including access, resources, and equipment management.
  • Identify opportunities to improve operational efficiency and service delivery.

Communication & Collaboration


  • Build effective partnerships with faculty, staff, college leadership, and university stakeholders.
  • Communicate complex financial, HR, and administrative information clearly and effectively.
  • Develop departmental resources, guidelines, and documentation that support compliant and efficient operations.
  • Keep departmental leadership informed of operational issues, risks, and opportunities.

Qualifications
Minimum Education and Experience
Bachelor's Degree in Business Administration, Public Administration, or related business
area; or equivalent combination of training and experience. All degrees must be received
from appropriately accredited institutions.
Other Required Qualifications
  • Experience managing budgets, financial transactions, account reconciliations, and financial reporting.
  • Experience administering human resources, business operations, or administrative functions within a department, unit, or organization.
  • Demonstrated ability to interpret and apply policies, procedures, regulations, and compliance requirements.
  • Demonstrated success managing multiple priorities, meeting deadlines, and maintaining accuracy while handling confidential information.
  • Demonstrated problem-solving, decision-making, and analytical skills used to evaluate issues and implement effective solutions.
  • Experience communicating and collaborating effectively with diverse stakeholders while building productive working relationships.
  • Proficiency using Microsoft Excel and enterprise business systems to support financial, HR, or operational processes.
Preferred Qualifications
  • Background working in a higher education, public sector, or similarly complex organizational environment.
  • Demonstrated success developing or improving business processes, policies, standard operating procedures, or operational workflows.
  • Leadership responsibility for staff supervision, employee development, or coordination of team activities.
  • Working knowledge of enterprise financial and human resources systems, including PeopleSoft Financials and Human Resources.
