Business Intelligence (BI) Developer


Seize your opportunity to make a personal impact supporting the Case Management Modernization (CMM) Program. The CMM program is an initiative to support the Administrative Office of the US Courts (AO) in developing a modern cloud-based solution to support all 204+ federal courts across the United States.

The Business Intelligence (BI) Developer will be part of the CMM Data Modernization and Governance team responsible for delivering an integrated data governance, engineering, data platform, reporting, analytics, and Artificial Intelligence (AI)/Machine Learning (ML) capabilities that support operational decision-making and fulfill AO's data and analytics objectives in support of the CMM program.

The successful candidate will be responsible for delivering advanced reporting, analytics, visualizations, statistical modeling, and AI/ML capabilities that provide data-driven decision-support tools and actionable insights to users and stakeholders of the CMM application. This role oversees design, development, integration, and continuous enhancement of dashboards, reporting tools, predictive analytics, and AI/ML capabilities in alignment with strict federal compliance requirements.

The Business Intelligence (BI) Developer will execute the following responsibilities:

Reporting & Analytics

  • Develop and integrate configurable dashboards, self-service reporting capabilities, and predictive analytics within the CMM application.
  • Designs intuitive, interactive dashboards and visualizations that communicate business insights effectively.
  • Coordinate and implement data replication or feeds required to support downstream stakeholders and external systems.
  • Continuously monitor system performance to ensure 95% or greater of analytical queries meet defined Service Level Agreement (SLA) response times monthly, including dashboard load times of five seconds or less.
  • Drive user adoption of dashboards and reporting tools, with monthly usage across targets users.
  • Collaborate with product owners, data engineers, and UX designers to ensure seamless integration of analytics features into the CMM user experience.
  • Partner with business leaders, data engineers, analysts, and program leadership to translate business requirements and KPIs into actionable technical designs and insights.
  • Build and enhance dashboards and reports in approved BI tools, ensuring performance and usability at scale.
  • Implement and validate SQL logic, calculations, and metric definitions across reporting products.
  • Coordinate with Data Engineering to resolve upstream data issues and curate data for reporting.
  • Apply visualization standards and documentation so reports are consistent, interpretable, and support adoption.
  • Ensure reporting artifacts comply with privacy, access control, and data handling requirements.
  • Establish and enforce data governance frameworks, standards, and best practices ensuring data accuracy, consistency, classification, and security.
  • Drive continuous improvement of BI platforms through performance tuning, automation, metadata management, and advanced analytics (predictive and self-service BI).
  • Support delivery of architecture design documents, governance artifacts, data lineage, and metadata catalog processes.

AI/ML Capabilities

  • Support and consume AI/ML solutions with adherence to government compliance standards.
  • Establish, maintain, and oversee a master AI/ML Capability Register documenting all proposed, in-review, approved, and rejected capabilities, including status tracking, submission dates, and authorization history.
  • Implement responsible AI/ML practices aligned with federal requirements, ensuring transparency, risk mitigation, fairness, and compliance.

QUALIFICATIONS

  • MA/MS degree with 5+ years or BS/BA degree with 7+ years of general experience in information systems and 5+ years of specialized experience.
  • Experience may be considered in lieu of degree.
  • Expertise in python, SQL & data transformations supporting large-scale analytical data systems.
  • Strong hands-on experience with BI tools such as Power BI, Tableau, Qlik, or AWS QuickSight.
  • Advanced SQL skills and experience working with analytical data models and semantic layers.
  • Experience delivering reporting in regulated or high-sensitivity data environment.
  • Experience assisting with testing, by writing acceptance criteria & confirming test cases results.
  • Experience with producing relevant and current requirements, sizing user stories correctly, and removing roadblocks prior to sprints start.

  • Experience identifying and applying industry tools, solutions, methods best practices, and emerging technologies.

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
