The Business Development Manager is responsible for identifying, evaluating, and supporting new business opportunities that align with the company’s strategic growth objectives across North America. The position leads market intelligence and market analytics efforts, supports client and stakeholder engagement, contributes to capture planning, and coordinates cross-functional business development initiatives across infrastructure, transportation, construction, energy, concessions, and public-private partnership markets.

The role works closely with executive leadership, operations, estimating, technical teams, finance, legal, communications, and proposal teams to position the organization for successful pursuits, data-driven decision-making, and long-term market growth.

Business Development Strategy: Develop and execute business development strategies aligned with regional and corporate growth objectives across infrastructure, transportation, construction, energy, concessions, and public-private partnership markets.

Market Intelligence: Monitor procurement forecasts, infrastructure funding programs, legislative developments, competitor activity, client priorities, and emerging market trends to inform pursuit strategy.

Public Procurement Expertise: Knowledge of alternative delivery procurement models including Design-Build, Progressive Design-Build, CMGC, and Public-Private Partnerships (P3s).

Market Analytics and Reporting: Develop and maintain market analytics, opportunity tracking, pipeline dashboards, competitive intelligence summaries, and executive-level reports to support data-driven business development decisions.

Opportunity Pipeline: Identify, evaluate, and maintain a pipeline of potential projects, partnerships, and strategic opportunities, including opportunity qualification, prioritization, and status tracking.

CRM and Pipeline Management: Maintain opportunity and client relationship information within corporate CRM and business development systems to ensure accurate forecasting and reporting.

Client and Stakeholder Engagement: Establish and maintain relationships with public agencies, private clients, industry partners, consultants, contractors, and business associations.

Capture and Pursuit Support: Support capture planning, win strategy development, pursuit positioning, proposal strategy, presentations, interviews, and negotiation preparation.

Cross-Functional Coordination: Coordinate with operations, estimating, engineering, design, finance, legal, project controls, communications, and executive leadership to advance business development priorities.

Strategic Partnerships: Identify and support teaming arrangements, joint venture opportunities, and strategic partnerships aligned with market objectives and pursuit requirements.

Executive Briefings and Analysis: Prepare client engagement updates, market briefings, pipeline summaries, risk/opportunity analyses, and leadership materials to communicate market position and pursuit priorities.

Process Improvement: Support continuous improvement of business development tools, reporting cadence, market research practices, and pursuit governance processes.

Location / Work Arrangement: This position is based in Alpharetta, Georgia and requires regular in-office presence to support collaboration with executive leadership and pursuit teams. Remote work is not available for this position.

Travel Requirements: Frequent travel throughout North America to support client meetings, industry conferences, partnership development, market intelligence activities, and pursuit efforts. Estimated travel requirement of 25-50%, depending on business needs.

Required Skills and Competencies

Education: Bachelor’s degree in Business Administration, Engineering, Construction Management, Marketing, Public Administration, Data Analytics, or related field preferred.

Experience: Minimum 7–10 years of experience in business development, client relationship management, capture management, project pursuits, commercial strategy, market intelligence, or related roles.

Industry Knowledge: Experience in infrastructure, transportation, construction, engineering, energy, concessions, or public‑private partnership environments preferred.

Market Analytics: Demonstrated ability to synthesize market data, procurement forecasts, funding trends, competitor activity, client priorities, and pipeline information into actionable business insights.

Reporting Capability: Experience preparing dashboards, opportunity pipeline reports, executive briefings, market summaries, pursuit updates, and presentation materials for senior leadership.

Relationship Management: Demonstrated ability to build relationships with clients, industry partners, public agencies, and senior internal stakeholders.

Capture and Proposal Knowledge: Strong understanding of procurement processes, proposal development, capture planning, competitive positioning, and win strategy development.

Analytical Judgment: Ability to analyze market data, project risks, commercial considerations, client drivers, and strategic opportunities to support go/no‑go and prioritization decisions.

Communication Skills: Excellent written, verbal, presentation, and stakeholder management skills, with the ability to translate market analysis into clear recommendations.

Collaboration and Execution: Ability to work collaboratively across multidisciplinary teams and manage multiple priorities in a fast‑paced environment.
