Business Change Manager Sr-Regulatory Affairs Department

This approach combines structured office engagement with the autonomy of virtual work, promoting a dynamic and adaptable workplace. The Business Change Manager Sr. is responsible for working with management to identify and implement varied projects, programs and plans that support achievement of business unit and enterprise goals. This position is responsible for managing and implementing changes to the Timely Access and Annual Network Reporting Data for the CA regulator. This role requires technical expertise in developing, validating, and producing the data necessary to support Timely Access Reporting for the Department of Managed Health Care. The position is responsible for translating reporting requirements into accurate data outputs, ensuring data integrity, and supporting regulatory reporting needs through advanced data analysis and technical reporting processes.

How you will make an impact:

  • Identifies potential issues, project change, and scope.
  • Leads efforts to identify best practices. Identifies impacted parties, business partners, and resources required.
  • Develops and designs processes and systems that support business needs. Designs methods for integrating function and process.
  • Conducts cost/benefit analyses.
  • Builds support for business change throughout the business unit.

Minimum Requirements:

Requires a BA/BS in a related field and minimum of 8 years process improvement, business change or project related experience; or any combination of education and experience which would provide an equivalent background.

Preferred Skills, Capabilities and Experiences:

  • Experience in successfully developing and managing projects with fairly significant operating budget and knowledge of process redesign strongly preferred.
  • Experience and knowledge in CA HMO networks, healthcare or managed care is highly preferred.
  • Experience and knowledge of Network Adequacy regulations or regulatory compliance strongly preferred.
  • Experience and knowledge of data analytics, project management, project execution, process improvement (strategic and execution) strongly preferred.
  • Exceptional strategic thinking, decision-making, problem-solving skills, and adaptability highly preferred.
  • Proven ability in collaborating with cross-functional teams and coordinate efforts towards common goals strongly preferred.
  • Excellent written, oral, presentation and interpersonal communication skills, strong executive presence with the proven ability to negotiate expectations between multiple parties highly preferred.
  • Experience and knowledge of SAS and/or Tableau is strongly preferred.
  • Proficient of Microsoft Office products, most notably in Excel (data analytics and data management), Teams, Outlook, PowerPoint and Word strongly preferred.
  • Technical experience required includes the ability to write efficient code to extract, manipulate, and analyze complex datasets using SAS software (Base SAS, Macros, SQL) to generate reports, tables, and listings as well as advanced MS Excel skills (VLOOKUP, pivot tables, Power Query, macros, nested if functions), intermediate MS Access skills (SQL, select/append/make table queries), and experience extracting data from a data warehouse using Snowflake or Python or similar software. Quest or other geo-analysis and Tableau experience a plus.

For candidates working in person or virtually in the below locations, the salary* range for this specific position is $98,448 to $168,768.
