Job description

The Employment Services Section of the Human Resources Division intends to fill one (3) Management Assistant (MA) positions. The work location will be in the John Ferraro Building. Working hours are flexible (e.g., 9/80), but subject to change to meet business needs. The selected candidates will be required to report to the office every day for training purposes and to meet business needs for a minimum of six weeks. After, these positions will be required to report to the office at least twice a week.
The duties and responsibilities of these positions may include, but are not limited to, the following:
  • Assist ES Managers with Administration of Department-wide activities including selection and hiring programs, examination and classification issues, work process improvement strategies, and administrative/personnel policies and procedures;
  • May act as the LADWP liaison to the City's Personnel Department when processing exam requests for the entire Department;
  • Assist with preparation and processing of Board Reports for various APR related matters, such as amendments, functional transfers, and classification issues, including the establishment of new classes.
  • Assist with including requests to allocate positions, emergency appointments, bids, certifications, etc.
  • Assist with review and approval of personnel-related transactions for the Department's employment activities, personnel administration including, preparing and handling interview selection packages, Requests to Fill, Bid/Transfer Reassignment Opportunity notices, Certification Requests, requests for examination, and prepare weekly status reports;
  • Interface with Department personnel, outside representatives, and customers to exchange information and assist in resolving problems.
  • Assist in preparing dashboards and summaries for management review
  • Prepares correspondence and various personnel documents in compliance with established policies and procedures; creates and maintains various reports, spreadsheets, organizational charts, flowcharts, PowerPoint presentations, and Access databases;
  • Performs general administrative support, including, but not limited to, records management, training coordinator, ITSR preparation, prepares various reports, letters and memos, organizational charts, spreadsheets and PowerPoint presentations;
  • Assist with preparing routine, ad hoc and special reports;
  • Assists with updating the group's website which includes working with Information Technology staff and provides necessary documents and revisions; coordinates staff requests for communication systems and logistical arrangements;
  • May assist in the development of work processes, procedures, and preparing/updating desk manuals;
  • May provide personnel guidance and complex information regarding Department practices and procedures;
  • Assist with the review and research necessary to update various documents related to the hiring function within LADWP, including, but not limited to portions of the Administrative Manual and classification career ladders;
  • Interpret personnel rules, policies, procedures, and authoritative documents as they pertain to employment practices; and
  • Perform other related duties and assist with special assignments, as necessary.

The evaluation of candidates for the MA position will be based on relevant education, training, and experience using a screening device, interview, performance exercise, and/or background review. Knowledge, abilities, and skills, which may be evaluated, include:
  • Knowledge of City and LADWP employment and EEO policies, practices, and procedures;
  • Knowledge of and the ability to interpret personnel rules, policies, procedures, and authoritative documents, such as the City Charter, Civil Service Rules, Administrative Manuals and Memoranda of Understanding (MOUs);
  • Knowledge of and ability to apply customer service principles and techniques, i.e., experience in improving work processes to increase client satisfaction;
  • Ability to communicate clearly, concisely, and effectively in writing and orally. Ability to work independently and with initiative to achieve results either individually, as a team member, or through the efforts of others;
  • Ability to plan and efficiently manage multiple assignments by means of establishing priorities and organizing work to ensure due dates are met;
  • Ability to analyze administrative and operational problems and situations, research and draw conclusions from gathered data, prepare alternative solutions/actions, and implement action plans to achieve desired results; and
  • Ability to use a personal computer and experience in using word processing, presentation, spreadsheet/database programs, internet and Microsoft Outlook.

The evaluation of candidates may be based on a review of training and experience as presented on the resume/application and interview. A screening device may be administered. If a screening device is used, only the most qualified candidates will be invited to continue in the selection process. A performance exercise may be administered as part of the selection process.
