Basic Functions Under the supervision of the Building Engineer Supervisor, the Electrical Engineer is responsible for engineering design upgrades to ensure continuous electrical operation of installed systems to include the maintenance and repair of the Embassy Compound Electrical Power Distribution Systems, both interior and exterior. Included among these components are the Generators; Voltage Regulators; Transformers; Medium and Low-Voltage Switchgear; Automatic Transfer Switches; Motor Control Centers; Distribution Panelboards and Sub- Panels; Feeder Wire and Cabling; Branch Circuit Wiring; Lighting and Power Outlets, and Uninterruptible Power Supply (UPS) Systems. MAJOR DUTIES AND RESPONSIBILITIES Operations and Maintenance Support: 50% Serves as the Subject Matter Expert and oversees the operations and maintenance of large, complex, electrical systems and equipment including emergency generators and power generation equipment, medium and low-voltage switchgear, motor control centers; distribution panelboards and sub-panels; transformers; voltage regulators; automatic transfer switches; feeder wire and cabling; branch circuit wiring; lighting and power outlets, the fire alarm system and components, and uninterruptable power supply systems. Resolves complicated complex electrical problems with minimal disruption to the Embassy Compound operations and restores these systems to their designed operating parameters and efficiency. Oversees an aggressive and comprehensive preventative maintenance program for critical and non-critical equipment and systems by directing subordinate electrical technicians from the facility maintenance staff, and/or monitoring contracted service providers, ensuring they use KPIs to analyze equipment and system performance, and that their repair and service techniques are code and life safety compliant. Maintains; monitors; troubleshoots; configures; identifies; isolates and corrects faults; performs diagnostic tests; ensures the proper operations of designated equipment and systems. Oversees the electrical operations and maintenance of Operating Leased properties to include large, complex, electrical systems and equipment including emergency generators and power generation equipment, medium and low-voltage switchgear, motor control centers; distribution panel boards and sub-panels; voltage regulators; automatic transfer switches; feeder wire and cabling; branch circuit wiring; lighting and power outlets, and uninterruptable power supply systems. Resolves complicated electrical problems with minimal disruption to operating leased operations and restores these systems to their designed operating parameters and efficiency. Develop an in-depth working knowledge of the general contractual and detailed requirements of the construction contract for the Post managed projects and other Agency Projects as appropriate. Observe the execution of construction to assure adherence to approved drawings and specifications, inspect construction workmanship, materials, methods of equipment, and report to Building Engineer Supervisor as to their conformity and non- conformity to the approved drawings and specifications. Make recommendations to the Building Engineer Supervisor on how to correct deficiencies and resolve problems during construction. Work independently and maintain daily construction surveillance logs ensuring contractor compliance with the terms and conditions of the contract as warranted between the construction contractor and the host government. The value of construction contract oversight will not exceed $250,000. Management and Logistic Support: 35% Focused on all components of the electrical systems, the Electrical Engineer provides budget input for operating, maintenance and repair, and replacement costs to include all tools, special equipment and spare parts required to maintain all systems within the designed operational performance requirements and within operating budget limits. Assist the Senior/Deputy Facility Manager and Building Engineer Supervisor in briefing post management on work and project status. Attends senior level staff meetings, as delegated, to provide justifications for equipment/system outages for preventive maintenance, minor repairs, major overhauls, or replacement. This position will assist in maintaining post's Computerized Maintenance Management System (CMMS) for the electrical department, in conjunction with post's Facilities Management Specialist to ensure that planned preventative service events and unscheduled events are recorded/documented in the CMMS and closed out when they are completed. Manages and maintains the electrical portion of the technical library consisting of as-built documents (plans and specifications), operations and maintenance manuals, manufacturer's data sheets, list of spare parts and tools, manufacturers and supplier's contact data, and warranty information on electrical equipment and systems. Develops short- and long-range work plans for self and others; prioritizes assignments based upon criticality and order of receipt. Develops and monitors contract procurement documents for outsourced preventive maintenance service contracts, minor repairs, major overhauls, or equipment/system replacement which includes written scopes of work, construction drawings, specifications, bill of materials, and independent government cost estimates. Assists in the technical review and analysis of contractor bid/proposals for technical accuracy and completeness and provides recommendations to the Senior/Deputy Facility Manager, Building Engineer Supervisor and post-Contracting Officer Representative as to the contractor's ability to perform the work. Serves as a Government Technical Monitor (GTM) for Post managed contracts, as delegated, to monitor contractor performance for products and services outlined in the statements of work (SOW) and other contract requirements. Additional duties include the following: develop project acceptance reports; punch lists management; quality control inspections with tests as required, and project/contract closeout documents. Prepares weekly, monthly, and annual status reports documenting the operation performance, and efficiency of equipment and systems and provide digital photographic records to support reports, with recommendations to the Senior/Deputy Facility Manager and Building Engineer Supervisor for scheduling outages for preventive maintenance, major overhauls, or replacement. Ancillary / Collateral Duties: 10% Perform any other engineering support duties related to Facility Management operations as may be requested by the Building Engineer Supervisor. Participate in executive meetings and conduct discussions with local/municipal authorities, as appropriate, on matters pertaining to the utilities and or construction site activities when requested by the Facility Manager or Building Engineer Supervisor. Review and analyze material samples, catalogues and brochures, shop drawings, installation manuals, and other technical documents submitted by the construction contractor for conformity with construction contract requirements. Prepare written reports of the analysis, incorporating the comments, and provide recommendations and alternatives for appropriate action to the Facility Manager or Building Engineer Supervisor. Assists the Post Occupational Safety and Health Officer (POSHO) in the day-to-day management of the safety program. Provides weekly safety training to subordinate staff on various topics such as use of personal protective equipment (PPE), lock-out/tag-out procedures, ladder safety, and confine space entry safety. Conducts daily inspections of facilities to ensure fire and life safety practices are in compliance with DOS fire and live safety requirements. Develops deficiency reports with recommendations for solutions along with independent government cost estimates to bring facilities, especially mechanical equipment and systems, into compliance. Ensures that OBO Fire and SHEM deficiency reports and action items are corrected in a timely manner, and that online reporting (SMARTS) requirements are kept up to date. Performs inspections of safety repairs for compliance with DOS requirements to ensure work does not present health problems or risk of injury to mission staff, contract workers or visitors to the facility. Incumbent will be required to perform other duties as assigned by the agency. Qualifications Completion of Secondary Education required. The completion of a 4-year Bachelor of Science degree, or equivalent, in Electrical Engineering, or similar engineering degree that is close in degree course requirements, from an accredited university program is required. A minimum of five years' experience in construction/installation of mechanical systems in buildings. This could include works as journeyman, project engineer, superintendent, or project manager. The incumbent must be able to read and interpret mechanical drawings, riser diagrams, wiring schematics, various equipment schedules, and other construction documents. The incumbent must have good computer skills, able to use and navigate through the Microsoft Office Software suite package using MS Word, Office, Excel, Database entry, AutoCAD, and MS project. The incumbent will be proficient with electrical engineering drafting, engineering management software, preparation, and maintenance of daily construction inspection logs, capable of reviewing coordination design drawings for code compliance, and have the ability to create mechanical engineering cost estimates and provide briefings to the Senior/Deputy Facility Manager, the Management Counselor, and other stakeholders on mechanical engineering issues.
