Description
Following the retirement of a respected leader, the City of Maplewood is seeking it's next Building Official. The ideal candidate is someone who is ready to build upon a strong foundation while helping guide the city's continued growth and success. This valuable role provides leadership to building inspectors, administrative and rental licensing staff ensuring codes are enforced, performing supervisory and administrative work to ensure compliance with state and local building codes, performing commercial plan review, and overseeing the inspections of mechanical, electrical and plumbing codes.

2028 Full salary range $123,032 - $155,667
Essential Duties and Responsibilities
  • Reviews and approves construction plans, authorizes permits, authorizes Certificates of Occupancy, and coordinates the permit requirements with Engineering, Health, Planning and the Fire Marshall's divisions.
  • Ensures union contracts, personnel policies and citywide safety rules are followed and reviews any concerns with the Community and Economic Development Director and/or Human Resources Director
  • Maintains records of all permits and licenses issued, inspections made and other actions taken to implement conformance to code.
  • Inspects projects and structures to ensure compliance with codes, makes recommendations on code compliance and resolves issues in the field.
  • Coordinates and oversees the work of the consulting inspectors; manages contracts.
  • Advises builders, architects, engineers, developers, contractors, business owners, and the public on code requirements.
  • Investigates building complaints taking appropriate action to resolve questions arising from complaints.
  • Informs the Community and Economic Development Director current developments including making observations and recommendations as appropriate.
  • Reviews decisions in controversial or complicated issues related to building code compliance.
  • Issues or approves stop orders when necessary.
  • Supervises staff including: interviewing and recommending hiring; authorizing overtime if necessary; providing advice, guidance, and training; assigning, directing and reviewing work; managing performance; ensuring a safe work environment; enforcing policies and labor agreements and administering discipline up to and including suspensions.
  • Monitors training and certification requirements.
  • Prepares division goals and objectives and ensures they are carried out effectively.
  • Prepares reports and correspondence and maintains records for the division.
  • Oversees the preparation of the building inspections budgets and submits proposed budget to the Community and Economic Development Director for approval; monitors expenditures during the year.
  • Purchases materials for projects and division when needed.
  • Performs other duties as needed or required.

Minimum & Preferred Qualifications
  • Certification by the State of Minnesota as a Municipal Building Official.
  • Two years of college coursework in building technology (B.I.T) or its equivalent.
  • Five years of experience inspecting a wide variety of residential, commercial and industrial construction including at least two years of experience in a supervisory or managerial position.
  • Two years' experience reviewing and approving commercial and residential plans.
  • State Delegation Agreement from State of Minnesota permitting plan review and inspection of State-licensed facilities.
  • Possess and maintain a valid Minnesota driver's license or equivalent out-of-state license.
  • Experience facilitating electronic plan reviews and software programs.
