Job description

Location: On-site at North Carolina state-operated healthcare facilities: Murdoch Developmental Center and Central Regional Hospital (Butner), Cherry Hospital (Goldsboro), and Broughton Hospital (Morganton).

Employment Type: Independent Contractor (1099), part-time, per-assignment

Compensation: $130 to $140 per hour, paid per assignment. Approximately $1,040 to $1,120 for an eight-hour clinic day and $520 to $560 for a four-hour clinic day, plus mileage reimbursed at the current GSA rate.

Schedule: Scheduled weekday daytime clinic days, Eastern Time. Approximately 96 hours per facility per year, about eight hours per facility each month.

Position Overview

CLFC Healthcare and Communications is expanding its North Carolina optometry coverage to deliver on-site eye and vision care at state-operated healthcare facilities serving adults and children living with mental illness, intellectual and developmental disabilities, substance use disorders, and neuro-medical complexity.

These are clinical encounters, not routine retail vision checks. Residents of these facilities need recurring on-site eye care that facility medical staff cannot provide within their scope, delivered inside a secure inpatient setting and paced to the individual. The optometrist works alongside facility nursing and medical staff, documents findings the same day at the chair, and escalates urgent findings directly to the attending.

The engagement is per-assignment and flexible. A clinician can cover a single facility or take multi-site coverage across North Carolina, and the schedule is set in advance so clinic days are predictable.

Key Responsibilities
  • Perform comprehensive eye and vision examinations for adult and pediatric resident populations.
  • Diagnose and manage ocular conditions, and prescribe or fit corrective lenses and treatment as clinically indicated.
  • Adapt examination technique and pacing for residents with intellectual and developmental disabilities or behavioral health needs.
  • Coordinate in real time with the escorting facility staff member and with nursing and medical staff on resident eye-care plans.
  • Provide written clinical findings and recommendations to facility medical staff on the day of the clinic.
  • Refer to ophthalmology or specialty care when clinically indicated, and record the clinical reason for referral.
Required Qualifications
  • Doctor of Optometry (OD) from an accredited school or college of optometry.
  • Active, unrestricted North Carolina optometry license issued by the North Carolina State Board of Examiners in Optometry, or eligibility to obtain North Carolina licensure prior to the start of the assignment.
  • Clinical optometry experience.
  • Not debarred or excluded from participation in Medicare or Medicaid.
  • Ability to clear background screening and meet facility health screening and vaccination requirements, including seasonal influenza vaccination.
  • Comfort working with vulnerable adult and pediatric populations in a secure state facility setting.
Strongly Preferred Qualifications
  • Experience serving intellectual and developmental disability populations.
  • Experience in institutional, inpatient, long-term-care, or state facility settings.
  • Availability for multi-site coverage across the North Carolina facilities.
Compensation and Engagement Details
  • $130 to $140 per hour, paid per assignment, as an independent contractor (1099). An eight-hour clinic day is approximately $1,040 to $1,120, and a four-hour clinic day is approximately $520 to $560.
  • Mileage and travel to and from assigned facilities reimbursed at the current GSA rate.
  • Predictable, scheduled clinic days set in advance, weekday daytime hours only. No call, no nights, no weekends.
  • Approximately 96 hours per facility per year, with the option to cover one facility or several.
  • Professional liability coverage for the assignment is provided by CLF Consultants.
  • CLFC manages licensure verification, facility credentialing, and privileging, and coordinates scheduling and clinic confirmation so the clinician arrives badged and ready to work.
  • A dedicated Program Manager is the single point of contact for scheduling, coordination, and payment.
  • Multi-year engagement potential across a one-year base period and two option years.
